BY REPRESENTATIVES MCFARLAND, DEWITT, AND FIRMENT
A CONCURRENT RESOLUTION
To commend Katrice LaCour for his contributions in the Natchitoches Parish showcase on
the occasion of Natchitoches Day at the state capitol.
WHEREAS, Katrice LaCour was born to Rainey and Nazy LaCour on March 13,
1966, in Chicago, Illinois; he attended Grambling State University and graduated in 1991
with a bachelor's degree in music education; his major instrument is the double bass and his
minor is the trumpet; and
WHEREAS, while in college, Mr. LaCour was an active member of the Grambling
State University Tiger Marching Band, Grambling Orchestra, Ruston Civic Symphony,
Grambling Jazz Ensemble, and Kappa Kappa Psi honorary band fraternity; as a member of
the Tiger Marching Band, he performed across the United States and Japan; and
WHEREAS, after completing his music education, Mr. LaCour served as the
orchestra and band director at Lakeview Junior and Senior High School in Campti,
Louisiana, during the 1991/1992 school year; throughout his teaching career, he has served
as a guest conductor, adjudicator, and clinician in numerous honor orchestras and festivals,
and his ensembles have participated in numerous Louisiana Music Educators Association
(LMEA) and national festivals since 1991; and
WHEREAS, Mr. LaCour currently serves as the orchestra director for the
Northwestern State University Elementary and Middle Laboratory Schools in Natchitoches,
Louisiana; in 2017, his middle school orchestra won gold in the high school division at
Festival Disney; in 2019, the orchestra performed at Carnegie Hall and for Governor John
Bel Edwards; during the 2022-2023 school year, the orchestra returned to Disney and won
Best in Class and first place overall; and

WHEREAS, Mr. LaCour has served as the orchestra division chairman for the
LMEA since 2014; in this role, he successfully organized twelve all-state orchestras
consisting of the top high school musicians in the state, and in 2025, he organized the first
Louisiana Middle School All State Orchestra in New Orleans; and
WHEREAS, Mr. LaCour has an extensive performing career in addition to his career
as a music educator; he and his brother, Rainey LaCour, performed in the United States and
abroad as a signed act for Entertainment America; for seven years, he entertained troops by
performing United Service Organizations and U.S. Army Morale, Welfare, and Recreation
Tours in the United States and South Korea; he is a member of the LaCour Trio, which was
formed in 2010 and performs "Cane River Creole Zydeco" music across central and northern
Louisiana; and
WHEREAS, Mr. LaCour was inducted into the Folk Music Hall of Fame by
Lieutenant Governor Billy Nungesser in October 2020 and the Louisiana Music Educators
Hall of Fame in Baton Rouge on November 18, 2023, during the LMEA's annual music
conference; he was selected to ride along with other accomplished musicians during the
2024 Rose Bowl Parade; and
WHEREAS, Katrice LaCour is a pillar of Louisiana's cultural music scene, and he
is most deserving of the highest recognition for his dedication to educating the next
generation of Louisiana musicians.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
commend Katrice LaCour for his contributions in the Natchitoches Parish showcase on the
occasion of Natchitoches Day at the state capitol and does hereby extend sincere wishes that
he remains prosperous in all of his endeavors.
