A CONCURRENT RESOLUTION
To create the Task Force on School Nurse Orientation to develop a school nurse orientation
program for new registered nurse graduates in public schools.
WHEREAS, school nurses play a vital role in promoting student health, managing
chronic conditions, responding to emergencies, and supporting overall student well-being;
and
WHEREAS, the health and well-being of public school students are directly
impacted by the competence, preparedness, and support of school nurses; and
WHEREAS, new registered nurse graduates entering school settings may require
specialized orientation and training to effectively meet the unique health needs of students;
and
WHEREAS, a structured orientation program for new school nurses could improve
employee retention, enhance professional competence, and ensure compliance with state and
local health regulations; and
WHEREAS, collaboration among key stakeholders, including representatives from
state and local education agencies, nursing associations, and public health departments;
school administrators; and experienced school nurses, will help to ensure the development
of a comprehensive and practical orientation program.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
establish and provide for the Task Force on School Nurse Orientation to develop a school
nurse orientation program for new registered nurse graduates in public schools.

BE IT FURTHER RESOLVED that the task force may propose recommendations
for legislation, and any such recommendations shall be submitted by written report to the
legislature and to the David R. Poynter Legislative Research Library as required by R.S.
24:771 and 772.
BE IT FURTHER RESOLVED that the legislature recommends that the task force
conduct the following tasks as part of its endeavors:
(1) Review existing orientation programs for school nurses within and outside the
state.
(2) Identify core competencies, skills, and knowledge areas essential for new school
nurses.
(3) Develop recommendations for a standardized orientation curriculum, training
resources, and mentorship opportunities.
(4) Consider strategies for ongoing evaluation and improvement of the orientation
program.
BE IT FURTHER RESOLVED that the task force shall consist of the following
members:
(1) One representative from the Southern University School of Nursing appointed
by the dean of the College of Nursing and Allied Health.
(2) One representative from a charter school in Louisiana appointed by the executive
director of the Louisiana Association of Public Charter Schools.
(3) One representative from the Louisiana Association of School Superintendents
appointed by the president of the association.
(4) One representative from the Louisiana Department of Health appointed by the
secretary of the department.
(5) One representative from the Louisiana School Nurses Organization appointed
by the president of the board of officers of the organization.
(6) One representative from the Louisiana State Board of Nursing appointed by the
chief executive officer of the board.
(7) One representative from the Louisiana State Nurses Association appointed by
the president of the board of directors of the association.

(8) One representative from the state Department of Education appointed by the state
superintendent of education.
(9) One representative from the Ventilator Assisted Care Program at Manning
Family Children's in New Orleans appointed by the president and chief executive officer of
the medical center.
BE IT FURTHER RESOLVED that the representative from the Louisiana
Department of Health shall call the first meeting.
BE IT FURTHER RESOLVED that at the first meeting, the members shall elect a
chairman and such other officers as the task force may deem appropriate.
BE IT FURTHER RESOLVED that the task force shall convene for its first meeting
no later than August 1, 2026.
BE IT FURTHER RESOLVED that the task force shall be staffed by the Louisiana
Department of Health.
BE IT FURTHER RESOLVED that a majority of the task force shall constitute a
quorum for the transaction of business, and all official actions of the task force shall require
the affirmative vote of a majority of the members.
BE IT FURTHER RESOLVED that the members of the task force shall serve
without compensation, except per diem or expenses reimbursement to which they may be
individually entitled as members of their constituent organizations.
BE IT FURTHER RESOLVED that meetings of the task force shall be subject to the
Open Meetings Law, and records of the task force shall be subject to the Public Records
Law.
BE IT FURTHER RESOLVED that the task force shall terminate following the
conclusion of its business or on February 12, 2027, whichever occurs first.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
secretary of the Louisiana Department of Health.
