A CONCURRENT RESOLUTION
To memorialize the United States Congress to take such actions as are necessary to extend
the deadline for expenditure of State and Local Fiscal Recovery Fund dollars
received through the American Rescue Plan Act to allow time for completion of
critical infrastructure projects integral to the health and safety of Louisiana's
population.
WHEREAS, Louisiana allocated over seven hundred million dollars of its State and
Local Fiscal Recovery Funds received through the American Rescue Plan Act to grant
funding for critical water and sewer infrastructure projects around the state; and
WHEREAS, these projects span urban and rural areas across the state providing
needed repairs, improved access, and upgrades to bring existing systems into regulatory
compliance; and
WHEREAS, without these grant funds, local communities would have continued to
struggle to maintain their existing water and sewer infrastructure, some in such states of
disrepair that residents face boil warnings, water outages, brown water, and contaminants;
and
WHEREAS, Louisiana incorporated robust protocols into its program to guarantee
local participation in the project and strict compliance with federal guidelines; however,
large-scale infrastructure projects involve complex planning and procurement processes and
external complications such as supply chain disruptions and scarcity of qualified engineers
and contractors to perform the labor have made some project completion dates extend
beyond the December 31, 2026, deadline for expenditure of these federal dollars; and

WHEREAS, without these federal resources, communities around Louisiana will be
left with incomplete projects they cannot afford to finish and the health and welfare of
Louisiana's citizens will be jeopardized.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
memorialize the United States Congress to take such actions as are necessary to extend the
deadline for expenditure of State and Local Fiscal Recovery Fund dollars received through
the American Rescue Plan Act to allow time for completion of critical infrastructure projects
integral to the health and safety of Louisiana's population.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
presiding officers of the Senate and the House of Representatives of the Congress of the
United States of America and to each member of the Louisiana congressional delegation.
