HIGHER ED/BD REGENTS: Requests the Board of Regents to conduct a study relative to
the funding structure for public postsecondary education institutions
1 A CONCURRENT RESOLUTION
2 To urge and request the Board of Regents to conduct a study relative to the funding structure
3 of Louisiana's public postsecondary education institutions.
4 WHEREAS, public postsecondary education in Louisiana is governed in part by the
5 Board of Regents, which has formulated its master plan, as required by the Constitution of
6 Louisiana, with the goal of sixty percent of the state's working-age adults holding a
7 credential of value by 2030; and
8 WHEREAS, the state's public postsecondary education landscape is vast, and
9 includes law centers, health sciences centers, research-focused specialized centers, and
10 agricultural research and extension centers; and
11 WHEREAS, funding for postsecondary education is derived from multiple sources;
12 and
13 WHEREAS, institutions are facing operational deficits and grappling with
14 outstanding debt; concerns regarding affordability, student debt, institutional stability, and
15 the value of obtaining a credential are prevalent; and
16 WHEREAS, the Board of Regents has the ability to solicit advice from and consult
17 with national experts in postsecondary education.
18 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
19 urge and request Board of Regents to conduct a study relative to the funding structure of
20 Louisiana's public postsecondary education institutions.

1 BE IT FURTHER RESOLVED that the board shall submit a report of findings and
2 conclusions, including any recommendations for legislation, to the House Committee on
3 Education, the Senate Committee on Education, the House Committee on Appropriations,
4 and the Senate Committee on Finance no later than February 26, 2027.
5 BE IT FURTHER RESOLVED that, at a minimum, the report shall include the
6 following:
7 (1) An assessment of current and historical funding structures of public
8 postsecondary education, including state general fund appropriations, statutory dedications,
9 federal grants, tuition and mandatory fees, auxiliary enterprises, private philanthropy, and
10 other institutional revenue.
11 (2) A comparison of the funding structures of regional peer states with similar
12 populations and demographics.
13 (3) An analysis of the changing costs of educating students, including but not limited
14 to staffing, infrastructure, research, utilities, and technology.
15 (4) Recommendations for legislation, if any, necessary to change the public
16 postsecondary education funding structure and provide financial stability to institutions.
