A CONCURRENT RESOLUTION
To create a task force, comprised of relevant state entities, to be referred to as the "Tiger
Team" to study the feasibility and public safety implications of permitting certain
active-duty military personnel without civilian driver's licenses to operate
government-owned vehicles on state highways while conducting federal business.
WHEREAS, the state of Louisiana is home to major federal military installations,
including Fort Polk, Barksdale Air Force Base, and Naval Air Station Joint Reserve Base
New Orleans, which are vital to national defense and contribute significantly to the state's
economy; and
WHEREAS, some Army soldiers, United States Air Force airmen, and Navy sailors
assigned to these installations arrive without valid civilian driver's licenses from any state,
as the United States military is responsible for providing them with rigorous, specialized
driver training programs for operating federal government vehicles; and
WHEREAS, these trained service members are occasionally required to traverse
Louisiana's state highways and roads in federally owned vehicles while performing official
federal business; and
WHEREAS, these federally owned vehicles are insured by the federal government,
and the service members operating them possess demonstrated proficiency through intensive
military driver training; and
WHEREAS, current Louisiana law generally requires a valid driver's license for the
operation of motor vehicles on public roads, yet military personnel driving federally owned
and insured vehicles on active federal business presents a unique operational dilemma that
merits review; and

WHEREAS, it is in the interest of military readiness, operational efficiency, and
support for Louisiana's military installations to evaluate whether allowing these skilled
service members to operate federally owned vehicles without a civilian driver's license
would pose any significant threat to public safety; and
WHEREAS, a collaborative effort of the "Tiger Team", comprising key state
transportation, law enforcement, military, and local public safety leaders, can provide expert
analysis and a consolidated recommendation to the governor regarding the issuance of an
executive order to authorize this practice with appropriate safeguards.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
establish and provide for a task force to be referred to as the "Tiger Team" to study the
feasibility and public safety implications of permitting certain active-duty military personnel
without civilian driver's licenses to operate federally owned vehicles on state highways while
conducting federal business.
BE IT FURTHER RESOLVED that the "Tiger Team" shall begin its work no later
than thirty days after the conclusion of the 2026 Regular Session of the Legislature of
Louisiana.
BE IT FURTHER RESOLVED that the "Tiger Team" shall consist of the following
members:
(1) The commissioner of the office of motor vehicles.
(2) The superintendent of the Louisiana State Police.
(3) The adjutant general of the Louisiana National Guard.
(4) The president of the Louisiana Sheriffs' Association.
(5) The president of the Louisiana Association of Chiefs of Police.
(6) The commissioner of the Department of Agriculture and Forestry.
BE IT FURTHER RESOLVED that the "Tiger Team" shall review the possibility of
allowing active-duty service members to drive federally owned vehicles on Louisiana roads
without a civilian, state issued driver's license while conducting federal business, determine
whether such operations would cause any threat to public safety, and develop a
recommendation to the governor regarding the issuance of an executive order to make this
permissible, including any proposed conditions or safeguards.

BE IT FURTHER RESOLVED that the "Tiger Team" shall submit a written report
of its findings, conclusions, and recommendations to the governor no later than December
1, 2026, and shall provide copies of the report to the Legislature of Louisiana, including the
House Committee on Transportation, Highways and Public Works and the Senate
Committee on Transportation, Highways and Public Works, and the secretary of the United
States Department of Defense, with courtesy copies provided to the commanding officers
of Fort Polk, Barksdale Air Force Base, and Naval Air Station Joint Reserve Base New
Orleans.
BE IT FURTHER RESOLVED that a copy of the Tiger Team's report shall also be
submitted to the David R. Poynter Legislative Research Library in accordance with R.S.
24:772.
BE IT FURTHER RESOLVED that a copy of this Resolution shall be transmitted
to the commissioner of the office of motor vehicles, the superintendent of the Louisiana
State Police, the adjutant general of the Louisiana National Guard, the president of the
Louisiana Sheriffs' Association, the president of the Louisiana Association of Chiefs of
Police, the commissioner of the Department of Agriculture and Forestry, the governor, the
secretary of the United States Department of Defense, and the commanders of Fort Polk,
Barksdale Air Force Base, and the Naval Air Station Joint Reserve Base New Orleans.
