A CONCURRENT RESOLUTION
To urge and request the Department of Transportation and Development to implement
improvements to Interstate 12 (I-12) in Livingston Parish, East Baton Rouge Parish,
Tangipahoa Parish, and St. Tammany Parish.
WHEREAS, I-12 spans approximately eighty-six miles in the state of Louisiana; and
WHEREAS, approximately seventy thousand vehicles per day travel on I-12 in the
state making it a vital corridor in Louisiana; and
WHEREAS, I-12 serves as a major hurricane evacuation route, economic corridor,
and primary interstate for the state; and
WHEREAS, there is constant and significant congestion and elevated crash rates on
I-12; and
WHEREAS, several serious and fatal crashes have occurred on I-12 over the past
year; and
WHEREAS, on September 8, 2020, a collision claimed the life of a teenager when
she lost control of her vehicle and collided with an eighteen-wheeler in St. Tammany Parish;
and
WHEREAS, a lawsuit was filed in 2021 by her family against the State of Louisiana
and the Department of Transportation and Development alleging the cable barrier was
defective; and
WHEREAS, on October 10, 2025, a single-vehicle, fatal crash occurred on I-12
eastbound near Essen Lane and Airline Highway in Baton Rouge when a vehicle struck a
concrete median resulting in a highway closure for over three hours; and

WHEREAS, on February 13, 2026, a fatal, three-vehicle collision occurred on I-12
westbound near the Albany/Springfield exit in Livingston Parish; and
WHEREAS, on December 19, 2025, a fatal, two-vehicle collision occurred on I-12
in St. Tammany Parish; and
WHEREAS, on October 25, 2025, a single-vehicle collision shut down parts of I-12
in Livingston Parish for hours; and
WHEREAS, on April 25, 2025, a collision claimed the life of a seventy year old
resident on I-12, west of the Louisiana Highway 441 exit in Livingston Parish; and
WHEREAS, the I-12 and I-55 interchange in Tangipahoa Parish presents ongoing
safety concerns due to heavy commercial freight traffic, complex merging patterns, and
recurring congestion, which have resulted in serious collisions, overturned freight trucks, and
traffic shutdowns; and
WHEREAS, recent litigation concerning I-12 has demonstrated that certain median
barrier and roadway designs may have impeded natural drainage patterns and contributed
to increased flood risk and damages to adjacent properties during major storm events; and
WHEREAS, I-12 serves as a critical evacuation and emergency response corridor,
and improving its drainage performance and flood resilience presents an opportunity to
enhance both public safety and infrastructure reliability during extreme weather events; and
WHEREAS, common improvements to interstates typically involve widening
projects, interchange reconstruction, asphalt overlays, concrete median protection, and
bridge replacements.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
urge and request the Department of Transportation and Development to implement
improvements to I-12 in the parishes of Livingston, East Baton Rouge, Tangipahoa, and St.
Tammany.
BE IT FURTHER RESOLVED that the Department of Transportation and
Development is urged to incorporate drainage capacity, flood risk reduction, and hydrologic
connectivity considerations into any evaluation, design, or improvement of I-12, including
the assessment of median barrier permeability, cross-drainage structures, and other measures
necessary to ensure that roadway improvements do not exacerbate flooding impacts on
surrounding communities.
