A CONCURRENT RESOLUTION
To urge and request the Louisiana Department of Justice to compile and publish an annual
report regarding anonymized outcomes for juveniles who are subject to electronic
monitoring conditions in Louisiana.
WHEREAS, the use of electronic monitoring as a condition of pretrial release or
post-adjudication supervision for juvenile offenders has increased as an alternative to secure
detention within the juvenile justice system; and
WHEREAS, R.S. 15:571.37 establishes the framework for electronic monitoring in
Louisiana, emphasizing its role in maintaining public safety while allowing for supervised
integration; and
WHEREAS, Children’s Code Articles 897 and 899 permit a court to impose
conditions of probation for juvenile offenders, including electronic monitoring, that are
consistent with the best interests of the child and the protection of the public; and
WHEREAS, there is currently a lack of centralized, comprehensive data available
to the legislature and the public regarding the long-term effectiveness of electronic
monitoring as it pertains to juvenile offenders; and
WHEREAS, understanding the correlation between electronic monitoring and
successful completion of supervision is essential for addressing the proper methods of
disposition for juvenile offenders and decreasing juvenile crime in Louisiana.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
urge and request the Louisiana Department of Justice to develop and publish an annual
report on the outcomes of juveniles who are subject to electronic monitoring conditions in
Louisiana.

BE IT FURTHER RESOLVED that the report shall be anonymized to protect the
identity of the juveniles in accordance with Children’s Code Article 412 and shall include
but not be limited to all of the following:
(1) The total number of juveniles placed on electronic monitoring annually,
categorized by judicial district.
(2) The average duration of monitoring per individual.
(3) The rate of violations versus the rate of new criminal adjudications while subject
to monitoring.
(4) Demographic data that includes age, race, and gender.
(5) Success rates of program completion in comparison to traditional detention or
standard probation.
BE IT FURTHER RESOLVED that the Louisiana Department of Justice shall
collaborate with the office of juvenile justice and each district attorney to ensure the
accuracy of the data collected.
BE IT FURTHER RESOLVED that the initial report shall be submitted to the House
Committee on Administration of Criminal Justice and the Senate Committee on Judiciary
C no later than thirty days before the convening of the 2027 Regular Session and each
subsequent report shall be submitted no later than March first of each year.
BE IT FURTHER RESOLVED that the Louisiana Department of Justice shall submit
one print copy and one electronic copy of any report produced pursuant to this Resolution
to the David R. Poynter Legislative Research Library as required by R.S. 24:772.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
attorney general for the state of Louisiana.
