HOUSE CONCURRENT RESOLUTION NO. 74
BY REPRESENTATIVE BAYHAM
A CONCURRENT RESOLUTION
To establish the Louisiana-United Kingdom Trade Commission.
WHEREAS, the ties that bind the United Kingdom of Great Britain and Northern
Ireland (United Kingdom) to Louisiana are profound and date back to 1763, prior to the
American Revolution; and
WHEREAS, the United Kingdom and Louisiana are attempting to reinvent their
energy, creative arts, academic, and artificial intelligence sectors for success in the twenty-
first century; and
WHEREAS, Louisiana has both historical and practical reasons to build stronger
commercial links with the United Kingdom, and for those reasons, it is appropriate to
establish the Louisiana-United Kingdom Trade Commission.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
establish the Louisiana-United Kingdom Trade Commission to reinvent the cultures and
economies of Louisiana and the United Kingdom for success, to build a strong commercial
link with the United Kingdom, and to propose recommendations, together with specific
proposals for legislation, by written report to the governor and to the Legislature of
Louisiana no later than October 1, 2027.
BE IT FURTHER RESOLVED that the Louisiana-United Kingdom Trade
Commission shall be comprised of the following members:
(1) One member representing the energy industry, appointed by the president of the
Senate.
(2) One member representing the energy industry, appointed by the speaker of the
House of Representatives.
(3) Two members of the Senate, appointed by the president of the Senate.
(4) Two members of the House of Representatives, appointed by the speaker of the
House of Representatives.
(5) The commissioner of agriculture.

(6) The commissioner of insurance.
(7) Six members appointed by the governor; which members appointed shall include
at least one representative from a public institution of higher education, at least one
representative from Louisiana Economic Development, and at least one member of the
public representing British-American communities or interests.
(8) The secretary of state or a designee of the secretary of state.
BE IT FURTHER RESOLVED that all appointments shall be made no later than
September 1, 2026, and a vacancy in the membership of the commission shall be filled in
the same manner as the original appointing was made.
BE IT FURTHER RESOLVED that the purposes of the Louisiana-United Kingdom
Trade Commission shall be to:
(1) Advance bilateral trade and investment between Louisiana and the United
Kingdom.
(2) Initiate joint action in policy issues of mutual interest to Louisiana and the
United Kingdom.
(3) Promote cultural, business, and academic exchanges between Louisiana and the
United Kingdom.
(4) Encourage mutual economic support between Louisiana and the United
Kingdom.
(5) Encourage mutual investment in the infrastructure of Louisiana and the United
Kingdom.
(6) Address any other issues as determined by the commission.
BE IT FURTHER RESOLVED that the commission shall meet as necessary and
shall report its findings, results, and recommendations to the governor and the Legislature
of Louisiana no later than October 1, 2027. The report shall be in writing and include
recommendations as deemed appropriate by the commission to effectuate its purpose.
BE IT FURTHER RESOLVED that the commission shall convene its first meeting
no later than October 1, 2026, at the call of the speaker of the House of Representatives, and
at the first meeting the members shall elect a chairman and other officers as the commission
may deem appropriate.

BE IT FURTHER RESOLVED that a majority of the commission shall constitute
a quorum for the transaction of business, and all official actions of the commission shall
require the affirmative vote a majority of the members present and voting.
BE IT FURTHER RESOLVED that the members of the commission shall serve
without compensation, except per diem or expenses reimbursement to which they may be
individually entitled as members of their constituent organizations.
BE IT FURTHER RESOLVED that the commission shall terminate on the date of
the submission of its report or October 1, 2027, whichever occurs first.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
Legislature of Louisiana and Governor Jeff Landry.
