A CONCURRENT RESOLUTION
To urge and request the Department of Public Safety and Corrections, office of motor
vehicles (OMV), as a means of promoting public safety, to provide its customers
with existing roundabout educational materials prepared by the Louisiana
Department of Transportation and Development (DOTD).
WHEREAS, roundabouts are one-way, circular intersections designed to improve
safety and efficiency for motorists, bicyclists, and pedestrians; and
WHEREAS, the DOTD has increasingly utilized roundabouts throughout the state
as traffic control solutions and has constructed or initiated numerous roundabout projects
across multiple municipalities; and
WHEREAS, roundabouts have been shown to significantly improve traffic flow,
reduce congestion, and decrease the severity and numerosity of crashes; and
WHEREAS, safe navigation of roundabouts requires drivers to understand specific
rules and behaviors, including yielding to traffic and pedestrians, reducing speed when
entering, and properly signaling when exiting; and
WHEREAS, despite the increasing presence of roundabouts in Louisiana, many
drivers remain unfamiliar with how to properly navigate them, which may lead to unsafe
driving conditions; and
WHEREAS, the DOTD has developed educational materials, including brochures
and instructional guides, to inform the public about proper roundabout usage; and
WHEREAS, dissemination of such educational materials by the OMV to its
customers would increase public awareness and knowledge of roundabouts which would
improve driving conditions in roundabouts across the state, further enhancing their positive
safety and efficiency benefits.

THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
urge and request the OMV to provide its customers with existing educational materials
prepared by the DOTD regarding the proper use of roundabouts in the state.
BE IT FURTHER RESOLVED that the commissioner of the OMV and secretary of
the DOTD shall work in conjunction with each other to determine which of the existing
educational materials prepared by the DOTD should be provided to OMV customers.
BE IT FURTHER RESOLVED that the selected educational material shall be printed
and provided to OMV customers at any point during their transaction at an OMV customer
service center.
BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to the
commissioner of the OMV and to the secretary of the DOTD.
