HOUSE RESOLUTION NO. 11
BY REPRESENTATIVE CARVER
A RESOLUTION
To commend the Krewe of Eve on the occasion of its fortieth anniversary.
WHEREAS, the Krewe of Eve was formed in 1986 by six women with a shared
vision to form an all-female Mardi Gras krewe for the Northshore; the krewe began with two
hundred sixty members and rode in its inaugural parade on February 14, 1987; and
WHEREAS, today, the Krewe of Eve has over seven hundred members and is
recognized for hosting one of the Northshore's premier parades; as a night parade, it is
renowned for its vibrant displays of color, music, and pageantry, and its family-friendly
atmosphere draws massive crowds of eager parade goers; and
WHEREAS, in addition to the Krewe of Eve's iconic parade, it supports numerous
community organizations, including the Mandeville Police Foundation Toy Drive, Granny
Gerties Christmas Stocking Giveaway, Safe Harbor, the Northshore Food Bank, and more;
the krewe also supports local businesses and has a great relationship with local law
enforcement and city officials; and
WHEREAS, Dr. Melody Menard serves as Queen Eve XL for the Krewe of Eve's
fortieth anniversary season; she attended both Louisiana State University and Southeastern
Louisiana University, earning a bachelor's degree and master's degree plus thirty hours; she
also holds a Ph.D. in educational leadership and administration, which she received from the
University of Southern Mississippi; she dedicated many years of service as an eleventh-
grade teacher at Mandeville High School, where she was recognized as the 1999 Louisiana
Teacher of the Year, and received the opportunity to visit the White House and meet
President Bill Clinton; she also served as the director of broadcasting for St. Tammany
Parish Public Schools at Channel 13 and received an Emmy Award for her work; she retired
after thirty-four years of service in public education; and

WHEREAS, Dr. Menard has been a member of the Krewe of Eve for twelve years
and now oversees public relations and social media for the Krewe of Eve Board; in 2015,
she graduated from Leadership Northshore, a program dedicated to developing local civic
leaders; she is the proud mother of four children and grandmother of fourteen grandchildren;
and
WHEREAS, Dr. Menard's husband, Cary Menard, serves as King Adam XL for the
2026 Carnival Season; he grew up in the Gentilly neighborhood of New Orleans and is a
graduate of Brother Martin High School; after completing his undergraduate studies at the
University of Louisiana at Lafayette, he earned a law degree from the LSU Law Center; he
is a prominent legal professional and former drag racing executive who recently retired as
the chief of the Civil Division for the 22nd Judicial District Attorney's Office serving St.
Tammany and Washington Parishes; as head of the Civil Division, he managed the office's
civil litigation and advised parish boards; his previous professional endeavors include having
served as a Louisiana assistant attorney general, working in a private law practice, and
serving as an owner/broker of a mortgage company in Los Angeles; and
WHEREAS, outside of his legal career, Cary is a former competitive National Hot
Rod Association (NHRA) driver in the Top Alcohol Dragster category, was inducted into
the NHRA Division 4 Hall of Fame in 2003, and served as vice president of the NHRA; ten
years ago, he relocated from his home in Maui, Hawaii, and returned to Louisiana to marry
his beloved wife, Melody; and
WHEREAS, the Krewe of Eve and its members are an integral piece of the
Northshore's cultural fabric and are most deserving of the highest recognition for their
contributions to the community.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby commend the Krewe of Eve on the occasion of its
fortieth anniversary; does hereby recognize the krewe's contributions to the Northshore's
Mardi Gras tradition; and does hereby extend enduring appreciation for the krewe's support
of the Mandeville community.
