HOUSE RESOLUTION NO. 2
BY REPRESENTATIVE GREEN
LAW ENFORCEMENT: To demand the United States Department of Justice, the Federal
Bureau of Investigation, and all appropriate federal agencies to immediately release
to the public all records, investigative files, correspondence, agreements, and related
materials concerning Jeffrey Epstein and any co-conspirators, facilitators, and
affiliated individuals
1 A RESOLUTION
2 To demand transparency and accountability from the United States Department of Justice
3 and all appropriate federal agencies through the prompt public release of all records
4 and materials related to the investigation, prosecution, and associated matters
5 involving Jeffrey Epstein and any individuals or entities connected to Jeffrey
6 Epstein, subject only to narrowly tailored redactions strictly necessary to protect
7 victims and survivors.
8 WHEREAS, equal justice under law requires transparency, accountability, and the
9 faithful application of the law without regard to wealth, influence, or political standing; and
10 WHEREAS, the crimes associated with Jeffrey Epstein represent one of the most
11 egregious systems of exploitation and abuse in modern American history and raise profound
12 concerns regarding institutional failure and the potential protection of powerful individuals;
13 and
14 WHEREAS, substantial and ongoing public concern remains regarding whether all
15 persons who enabled, facilitated, concealed, or benefitted from these crimes have been fully
16 investigated and held accountable; and
17 WHEREAS, continued secrecy surrounding investigative and prosecutorial materials
18 has significantly eroded public trust in federal law enforcement institutions and undermined
19 confidence in the fair administration of justice; and

HR NO. 2
1 WHEREAS, survivors are entitled to dignity, privacy, and protection, and
2 transparency should never come at the expense of their safety or well-being; and
3 WHEREAS, transparency that is limited only by victim protection, rather than
4 institutional convenience or reputational concern, is essential to restoring faith in the rule of
5 law; and
6 WHEREAS, the Legislature of Louisiana possesses both the moral authority and
7 civic duty to call for full accountability in matters of national justice and public integrity.
8 THEREFORE, BE IT RESOLVED that the House of Representatives of the
9 Legislature of Louisiana does hereby formally demand the immediate public release by the
10 United States Department of Justice, the Federal Bureau of Investigation, and all appropriate
11 federal agencies of all records, investigative files, correspondence, agreements, and related
12 materials concerning Jeffrey Epstein and any co-conspirators, facilitators, and affiliated
13 individuals.
14 BE IT FURTHER RESOLVED that release of these records, documents, and
15 materials shall occur with no redactions except those narrowly and demonstrably necessary
16 to protect the identities, safety, and privacy of victims and survivors and prevent specific,
17 articulable harm to any lawful, active criminal prosecution.
18 BE IT FURTHER RESOLVED that redactions shall not be used to shield
19 embarrassment, institutional failure, political sensitivity, reputational harm, or the identity
20 of any non-victim individual who participated in, enabled, or concealed any criminal
21 conduct.
22 BE IT FURTHER RESOLVED that the House of Representatives of the Legislature
23 of Louisiana declares that continued concealment of non-victim-protected information in this
24 matter is incompatible with democratic accountability and the constitutional principle that
25 no person is above the law.
26 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
27 attorney general of the United States, the director of the Federal Bureau of Investigation, the
28 speaker of the United States House of Representatives, the majority leader of the United
29 States Senate, and each member of the Louisiana congressional delegation.
