A RESOLUTION
To designate Monday, March 16, 2026, as Opportunity in Action Day at the capitol.
WHEREAS, the Louisiana Opportunity Youth Alliance is a network of direct service
providers and advocacy organizations working to ensure that public policies and institutions
support the needs of Louisiana's opportunity youth with a focus on building a stronger
connective fabric that supports all young people as they transition from school to the
workforce; and
WHEREAS, an "opportunity youth" is defined as a person between the ages of
sixteen and twenty-four years old who is not enrolled in school and does not work; and
WHEREAS, Louisiana has the second-highest youth disconnection rate in the
country, with more than eighty-six thousand disconnected youth throughout the state, which
is three thousand six hundred more people than the maximum capacity of the Caesar's
Superdome; and
WHEREAS, by prioritizing opportunity youth, Louisiana will expand education and
workforce opportunities, expand the pool of talent that employers can access to meet
workforce needs, and avert the societal cost associated with disconnection; and
WHEREAS, Opportunity in Action Day at the Capitol provides an opportunity for
youth and youth-serving organizations throughout Louisiana to come together in the state
capitol in Baton Rouge to learn more about the legislative process, engage with elected
officials, and celebrate their commitment to improving the lives of opportunity youth in the
state.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby designate Monday, March 16, 2026, as Opportunity

in Action Day at the capitol and does hereby encourage all communities in the state to
support youth and youth-serving organizations to build a stronger and more unified
Louisiana.
