HOMELAND SECURITY: Memorializes congress to fully fund the United States
Department of Homeland Security
1 A RESOLUTION
2 To memorialize the United States Congress to take such actions as are necessary to fully
3 fund the United States Department of Homeland Security.
4 WHEREAS, the funding for the United States Department of Homeland Security
5 (DHS) lapsed on February 13, 2026; and
6 WHEREAS, DHS oversees the Transportation Security Administration (TSA), the
7 Federal Emergency Management Agency (FEMA), the United States Coast Guard (USCG),
8 and other agencies essential to the efficient operation of our government and public safety;
9 and
10 WHEREAS, the lapse in funding has resulted in essential federal employees having
11 to work without pay; and
12 WHEREAS, the impact on TSA, FEMA, and the USCG has compromised the
13 services provided by extraordinary public servants who safeguard our nation by responding
14 to cyberattacks, securing our borders and critical infrastructure, deploying across the country
15 to help Americans recover from disasters, and protecting and saving lives on land, at sea, and
16 in the air; and
17 WHEREAS, TSA has entered emergency operating status with the result being
18 unusually long wait times at airport checkpoints at major airports, including the Louis
19 Armstrong New Orleans International Airport; and

1 WHEREAS, FEMA has halted all nondisaster related response efforts and has also
2 entered emergency operating status to scale back to bare minimum life-saving operations
3 only; and
4 WHEREAS, the dedicated men and women of the USCG will only be compensated
5 for their unpaid work if congress passes a specific appropriation for these funds.
6 THEREFORE, BE IT RESOLVED that the House of Representatives of the
7 Legislature of Louisiana does hereby memorialize the United States Congress to take such
8 actions as are necessary to fully fund DHS and restore the services provided by TSA, FEMA,
9 and the USCG.
10 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
11 presiding officers of the Senate and the House of Representatives of the United States
12 Congress and to each member of the Louisiana congressional delegation.
