BY REPRESENTATIVES WALTERS, MARCELLE, MOORE, AND MURRAY
A RESOLUTION
To urge and request the city of Shreveport to create an interest-free loan program for active
Transportation Security Administration agents at the Shreveport Regional Airport.
WHEREAS, Louisiana recognizes the importance of transportation security and that
the Transportation Security Administration was originally created to oversee security
measures for mass transportation in the United States; and
WHEREAS, due to a shutdown of the federal government, which began on February
14, 2026, the employees of the Transportation Security Administration continue to provide
security for airports across the United States without pay; and
WHEREAS, other states and localities have addressed this issue by providing
financial support to government employees who otherwise work without pay; and
WHEREAS, Maryland established the "Federal Shutdown Loan Program" in 2019,
which offers an interest-free loan of seven hundred dollars to essential federal employees
who continue to work during a federal government shutdown; and
WHEREAS, this loan has afforded economic security to Transportation Security
Administration agents, who would otherwise be unable to afford basic essentials, such as
rent and groceries, even as they are still expected to work during the current shutdown; and
WHEREAS, many Transportation Security Administration agents at the Shreveport
Regional Airport continue to work, even as they receive no pay; and
WHEREAS, Louisiana and its political subdivisions should seek to aid
Transportation Security Administration agents during this time of uncertainty by providing
temporary financial assistance.

THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby urge and request the city of Shreveport to create an
interest-free loan program for active Transportation Security Administration agents at the
Shreveport Regional Airport.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
mayor of the city of Shreveport, the city council of the city of Shreveport, and the Caddo
Parish Commission.
