HOUSE RESOLUTION NO. 91
BY REPRESENTATIVES BILLINGS AND FREEMAN
A RESOLUTION
To designate Wednesday, April 1, 2026, as Tulane Day at the capitol and to recognize
Tulane University for its vital contributions to the state of Louisiana.
WHEREAS, Tulane University is one of the country's leading research and
educational institutions, home to the nation's oldest school of public health, the ninth-oldest
private university in the prestigious Association of American Universities, twelfth-oldest law
school, and fifteenth-oldest medical school; and
WHEREAS, Tulane University brings together scholars, students, and partners across
disciplines to turn discovery into meaningful progress that advances work in public health,
medicine, energy, innovation, and other areas critical to the Gulf South; and
WHEREAS, Tulane University plays a vital role in the state's economy, supporting
more than thirty thousand jobs, generating $88.2 million in annual state tax revenue, and
contributing an estimated $5.2 billion in annual economic impact; and
WHEREAS, Tulane researchers and physicians are improving outcomes for children
and families while leading advances in areas such as infectious disease, cancer, aging, and
brain health; and
WHEREAS, Tulane University's research enterprise continues to expand, which
attracts significant external funding and produces work that has both global reach and direct
impact across Louisiana; and
WHEREAS, Tulane University is making historic investments in downtown New
Orleans, including the revitalization of the iconic former Charity Hospital building, which
is helping to create a center of innovation, workforce development, and opportunity in the
heart of the city; and

WHEREAS, Tulane's efforts are strengthening Louisiana's position in healthcare and
the biosciences while opening new pathways for economic growth and job creation; and
WHEREAS, Tulane University is advancing leadership in the future of energy
through initiatives such as the Future of Energy Forum and the establishment of the Institute
for Advanced Energy Studies, both of which position Louisiana and the Gulf South at the
forefront of energy innovation and transition; and
WHEREAS, Tulane faculty are engaged in groundbreaking scholarship and
lifesaving research that supports national defense and protects the health of military
personnel and first responders, including efforts focused on traumatic brain injury,
biothreats, and diseases affecting deployed service members; and
WHEREAS, Tulane University is expanding access for Louisiana students through
initiatives such as the Louisiana Promise No Loan Assistance Scholarship, which ensures
that more students from low- and middle- income families can pursue a Tulane education
without financial barriers; and
WHEREAS, these initiatives complement such efforts as the Legislative Scholars
Program and the Mayoral Scholars Program, which provide scholarships for Louisiana
students; they also support student success and help retain talent in Louisiana, which
contributes to the state's long-term strength and stability; and
WHEREAS, Tulane University works closely with communities and partners across
the state, advancing shared progress and improving lives, and it is most deserving of the
highest recognition for its enduring contributions to the state.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby designate Wednesday, April 1, 2026, as Tulane Day
at the capitol and does hereby recognize Tulane University as an invaluable asset to the state
for its commitment to education, research, healthcare, innovation, and economic growth.
