WILD REFUGES/PRESERVES. Prohibits construction of pipelines on certain wildlife

1 AN ACT
2 To enact R.S. 56:109.5, relative to construction of carbon dioxide pipelines in certain
3 wildlife management areas; to provide for prohibitions; and to provide for related
4 matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1. R.S. 56:109.5 is hereby enacted to read as follows:
7 §109.5. Construction of carbon dioxide pipelines prohibited
8 Notwithstanding any provision of law to the contrary, no person shall
9 construct a pipeline for the purpose, in whole or in part, of transporting carbon
10 dioxide within the boundaries of the following:
11 (1) Maurepas Swamp Wildlife Management Area.
12 (2) Joyce Wildlife Management Area.
13 (3) Manchac Wildlife Management Area.

Present law provides for the establishment and maintenance of certain lands within the state
as wildlife management areas, and for regulatory authority pertaining to propagation,
protection, and harvest of wildlife within those lands.
Proposed law retains present law and prohibits construction of carbon dioxide pipelines
within the Maurepas Swamp, Joyce, and Manchac Wildlife Management Areas.
Effective August 1, 2026.
