A CONCURRENT RESOLUTION
To create and provide for the Anchor Home Task Force to study the feasibility of offering
tax credits to incentivize the hiring of resident Louisiana college graduates to live
and work in Louisiana during the first five years after graduation.
WHEREAS, Louisiana has a vested interest in retaining its residents, especially its
best and brightest college graduates, to live, work, and prosper in the state; and
WHEREAS, Louisiana has invested significant resources in the Taylor Opportunity
Program for Students (TOPS) to reward high school graduates meeting specific academic
requirements for the purpose of incentivizing academic excellence, encouraging top students
to attend in-state colleges or universities, and reducing the financial burden for qualified
residents; and
WHEREAS, Louisiana leads the nation in population loss for the second consecutive
year; and
WHEREAS, Louisiana is a consistent net exporter of young, college-educated
residents, suffering from significant "brain drain" as graduates leave for better economic
opportunities in other surrounding states, particularly Texas; and
WHEREAS, it is the hope that an incentive could be created that ultimately results
in a higher number of graduates from Louisiana colleges and universities choosing to live
and work in Louisiana after graduation.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
establish and provide for the Anchor Home Task Force to study the feasibility of offering
tax credits to incentivize the hiring of resident Louisiana college graduates to live and work
in Louisiana during the first five years after graduation.
BE IT FURTHER RESOLVED that the task force shall propose recommendations,
by written report to the legislature and to the David R. Poynter Legislative Research Library,
as required by R.S. 24:771 and 772, no later than April 1, 2027.
BE IT FURTHER RESOLVED that the task force should include consideration of
the following:

(1) Type of incentive and financial structure.
(2) Strategic alignment with workforce needs.
(3) Targeting and eligibility criteria.
(4) Implementation and sustainability, including a comparison of average
compensation for targeted jobs within Louisiana and within the southern or other regional
average, maximum annual state financial obligation for the incentive, agency selection for
administration of the incentive program, and metrics by which to assess the success of the
incentive program.
BE IT FURTHER RESOLVED that the task force shall consist of the following
members:
(1) The senator from Senate District 20 who shall serve as chairman of the task force.
(2) Two members of the Senate appointed by the president of the Senate.
(3) Three members of the House of Representatives appointed by the speaker of the
House of Representatives.
(4) The secretary of the Department of Revenue, or his designee.
(5) The secretary of Louisiana Economic Development, or his designee.
(6) The secretary of Louisiana Works, or his designee.
(7) One member appointed by the Louisiana Association of Business and Industry.
(8) The commissioner of higher education, or his designee.
BE IT FURTHER RESOLVED that each designating authority shall submit the
names of designees to the task force and the chairman no later than August 1, 2026.
BE IT FURTHER RESOLVED that the task force shall convene for its first meeting
no later than September 30, 2026, at the call of the chairman, and at the first meeting, the
members shall elect officers as the task force may deem appropriate.
BE IT FURTHER RESOLVED that a majority of the task force shall constitute a
quorum for the transaction of business. All official actions of the task force shall require the
affirmative vote of a majority of the members.
BE IT FURTHER RESOLVED that the members of the task force shall serve
without compensation, except per diem or expenses reimbursement to which they may be
individually entitled as members of their constituent organizations.

BE IT FURTHER RESOLVED that the task force, for purposes of its meetings and
accomplishing its goals, shall be staffed by the staff of the Senate Committee on Revenue
and Fiscal Affairs.
BE IT FURTHER RESOLVED that the task force shall terminate on the date of the
submission of its report.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
secretary of the Department of Revenue, the secretary of Louisiana Economic Development,
the secretary of Louisiana Works, the president of the Louisiana Association of Business and
Industry, and the commissioner of higher education.
