SENATE CONCURRENT RESOLUTION NO. 15

A CONCURRENT RESOLUTION
To recognize the common bond and mutual interest between Quebec and the state of
Louisiana and to welcome the Honorable Christopher Skeete, Minister of
International Relations and La Francophonie, to the Louisiana State Capitol.
WHEREAS, Quebec and Louisiana share deep historical, cultural, and linguistic
bonds rooted in a common Francophone heritage; and
WHEREAS, the governments of Quebec and Louisiana are linked by four
agreements that strengthen cooperation and collaboration, including the 2017 Joint
Declaration on cooperation in education, Francophonie, culture, and youth; and
WHEREAS, the Quebec-Louisiana Cooperation Program, established in 2015,
promotes exchanges and partnerships between the two jurisdictions in the areas of culture
and heritage; and
WHEREAS, the Quebec-Louisiana Parliamentary Association, also established in
2015, fosters dialogue and cooperation between members of the National Assembly of
Quebec and the Louisiana Legislature; and
WHEREAS, Quebec and Louisiana both collaborate within the International
Organization of La Francophonie, further strengthening their shared commitment to the
promotion of the French language and Francophone culture; and
WHEREAS, economic ties between Quebec and Louisiana remain strong, and in
2024, Louisiana ranked second among United States clients of Quebec for iron ores and fifth
for unwrought aluminum; and
WHEREAS, it is important to recognize the mutual interests of Quebec and
Louisiana in areas such as education, health, environmental stewardship, energy, economic
development, and cultural affairs, and to promote cooperation and dialogue among members
of their respective legislative assemblies.

THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
recognize the common bond and mutual interests between Quebec and Louisiana and does
hereby welcome the Honorable Christopher Skeete, Minister of International Relations and
La Francophonie, to the Louisiana State Capitol.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
Honorable Christopher Skeete.
