ANDREWS, JENKINS, LUNEAU, MIZELL, MYERS, OWEN,
PRESSLY, PRICE, SELDERS AND WHEAT
A CONCURRENT RESOLUTION
To commend and congratulate Louis S. Reine on the occasion of his retirement as president
of the Louisiana AFL-CIO.
WHEREAS, formed in 1955, the American Federation of Labor and Congress of
Industrial Organizations (AFL-CIO) is the largest federation of unions in the United States
with the Louisiana AFL-CIO supporting over 100,000 members across the state, including
local unions, building trade councils, and central labor councils advocating for better wages,
benefits, safe working conditions, and pro-worker policies; and
WHEREAS, Louis S. Reine has been a constant participant in each regular and
extraordinary legislative session over the past twenty-nine years as he has served as assistant
to the president and Director of Legislative and Political Activities for the Louisiana AFL-
CIO, including the position of Secretary-Treasurer from 2005-2006 prior to his election in
2026 as president of the Louisiana AFL-CIO; and
WHEREAS, while engaged in yearly battles with the Louisiana Association of
Business and Industry (LABI), Louis says, "[T]he majority of my personal dealings with
LABI have been with [lobbyist] Jim Patterson…[H]e has a constituency that pushes for
certain things. I have a constituency that pushes for other things. [H]e was always truthful
and a man of honor."; and
WHEREAS, Louis has been a member of the International Brotherhood of
Carpenters Local 1098 for over fifty years as well as the Sheet Metal Workers International
Association Local 214 for over twenty-five years; and
WHEREAS, prior to joining the staff of the Louisiana AFL-CIO in 1997, Louis held
various positions in his local union ranging from outstanding apprentice to apprenticeship
director and administrator of the Health & Welfare and Pension Benefits Fund for
Carpenters Local 1098 while emphasizing economic security for workers through a fair

wage, the opportunity for their children to obtain an education, available and affordable
health care, and the ability to retire with a secure pension; and
WHEREAS, he has provided invaluable leadership and expertise on numerous state
boards and commissions, including serving on the Louisiana Technical College Advisory
Board, the Louisiana Workforce Investment Council, the Louisiana Workforce Commission,
the Louisiana Workers' Compensation Commission, and the Industry-Based Certification
Committee; and
WHEREAS, his public service further includes membership on many influential
bodies, including the Louisiana Racing Commission, the Louisiana Recovery Authority, the
Task Force on Structural Changes in Budget and Tax Policy, the Louisiana State School to
Work, the Louisiana Statewide Apprenticeship Administrators Association, the Louisiana
State Council of Carpenters, the Louisiana Health Care Commission, the Louisiana
Occupational Forecasting Conference, the Louisiana Economic Development Council, the
Louisiana High School Redesign Commission, the Louisiana Indigent Defense Board, and
the Louisiana Health Works Commission; chair of the Louisiana Re-Entry Council, and
through the Louisiana Department of Education, Louis is recognized as a Baton Rouge
Vocational-Technical School Certified Technical Instructor; and
WHEREAS, Louis has also been deeply involved in civic and community
organizations, including serving as a national board member of the Council on Occupational
Education, participating in the East Baton Rouge Youth Council, the East Baton Rouge
Parish Vocational Advisory Council, the East Baton Rouge Parish School Board Workforce
Development Board, and the Southern States Apprenticeship Council Steering Committee,
Youth Apprenticeship, the Board of Directors for Young Emerging Leaders of Louisiana,
and volunteer service with the Greater Baton Rouge Food Bank; and
WHEREAS, although his professional accomplishments are numerous, Louis is
foremost a family man devoted to his wife, Sharon Flory Reine, and they are the proud
parents of five children and grandparents of six grandchildren; and
WHEREAS, through decades of tireless advocacy, leadership, and service, Louis S.
Reine has made a lasting and meaningful contribution to the workers of Louisiana and has
contributed to the betterment of this great state.

THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
commend and congratulate Louis S. Reine upon the occasion of his retirement as president
of the Louisiana AFL-CIO and does further express appreciation for his many years of
service and dedication to the workers of Louisiana.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Louis
S. Reine with best wishes for continued success and happiness in a well-deserved retirement.
