SENATE CONCURRENT RESOLUTION NO. 27

MEDICAID. Requests the Louisiana Department of Health to increase the Medicaid
reimbursement rate for breast pumps and related supplies.
1 A CONCURRENT RESOLUTION
2 To request the Louisiana Department of Health to increase the Medicaid reimbursement rate
3 for breast pumps and related supplies.
4 WHEREAS, Louisiana continues to experience high rates of maternal and infant
5 morbidity and mortality; and improving access to postpartum and lactation support services
6 is critical to improving health outcomes; and
7 WHEREAS, access to breast pumps and related supplies is essential for supporting
8 breastfeeding, particularly for working mothers and those with medical or logistical barriers
9 to direct breastfeeding; and
10 WHEREAS, the current Medicaid reimbursement rate of approximately eighty
11 dollars per month for breast pump coverage may be insufficient to ensure adequate provider
12 participation and beneficiary access to high-quality equipment and supplies; and
13 WHEREAS, increasing reimbursement rates may improve provider participation,
14 expand access, and lead to better maternal and infant health outcomes, while potentially
15 reducing downstream health care costs; and
16 WHEREAS, other states have taken steps to enhance Medicaid coverage for
17 lactation-related services and supplies in order to improve public health outcomes by
18 implementing a national average reimbursement rate of one hundred forty dollars per month.

1 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
2 request the Louisiana Department of Health to increase the Medicaid reimbursement rate for
3 breast pumps and related supplies from eighty dollars per month to not less than one hundred
4 forty dollars per month.
5 BE IT FURTHER RESOLVED that the Louisiana Department of Health is urged to
6 implement the rate increase through administrative rulemaking, state plan amendment, or
7 any other mechanism necessary to ensure compliance with federal Medicaid requirements.
8 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
9 secretary of the Louisiana Department of Health.
