SENATE CONCURRENT RESOLUTION NO. 31

CONGRESS. Memorializes Congress to amend the National Voter Registration Act.
1 A CONCURRENT RESOLUTION
2 To memorialize the United States Congress to amend the National Voter Registration Act
3 to reflect current voter registration practices and remove outdated requirements to
4 ensure that voter rolls are current and accurate.
5 WHEREAS, Americans' participation in their government is critical to a free and
6 democratic society and Americans' civic engagement is exercised through registering and
7 voting in both federal and local elections; and
8 WHEREAS, in 1993, the United States Congress enacted the National Voter
9 Registration Act (the "NVRA") which established voter registration requirements for states
10 to follow regarding voter registration processes in federal elections; and
11 WHEREAS, the law, commonly known as the "motor-voter law" requires state
12 departments of motor vehicles (DMVs) to provide voter registration opportunities to the
13 public; and
14 WHEREAS, the NVRA also requires other state agencies which provide public
15 services to provide registration opportunities to individuals; and
16 WHEREAS, forty-four states and the District of Columbia are currently covered by
17 the requirements under the NVRA and only Idaho, Minnesota, New Hampshire, North
18 Dakota, Wisconsin, and Wyoming are exempt; and

1 WHEREAS, voter registration and technology have undergone many changes since
2 1993, including the widespread use of and access to the internet, and the introduction of
3 online voter registration has changed the landscape of voter registration in the United States;
4 yet, the NVRA has remained largely unchanged during that time; and
5 WHEREAS, Louisiana offers online voter registration, in-person registration, and
6 mail voter registration through the registrars of voters in each parish; and
7 WHEREAS, the use of the internet has made voter registration a significantly more
8 accessible and efficient process.
9 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana memorializes
10 the Congress of the United States to amend the National Voter Registration Act of 1993, to
11 remove cumbersome and now outdated requirements for state compliance regarding
12 registration, particularly inserting the state departments of motor vehicles and other public
13 assistance agencies into the voter registration process, especially when use of the internet
14 for online registration is a model of government efficiency, removes unnecessary
15 bureaucracy, and streamlines the process for easy public use.
16 BE IT FURTHER RESOLVED, that a copy of this Resolution be transmitted to the
17 presiding officers of the Senate and the House of Representatives of the Congress of the
18 United States of America and to each member of the Louisiana congressional delegation.
19 BE IT FURTHER RESOLVED that a copy of this Resolution shall be transmitted
20 to the secretary of the United States Senate and the clerk of the United States House of
21 Representatives and to each member of the Louisiana delegation to the United States
22 Congress.
