EDUCATION DEPARTMENT. Creates the Work-Based Learning Coordination Task
Force.
1 A CONCURRENT RESOLUTION
2 To create and provide for the Work-Based Learning Coordination Task Force.
3 WHEREAS, work-based learning opportunities, including internships,
4 apprenticeships, job shadowing, and cooperative education, provide critical pathways for
5 students and workers to gain practice skills aligned with workforce demands; and
6 WHEREAS, effective coordination among educational institutions, employers,
7 workforce development agencies, and community organizations is essential to expanding
8 access to high-quality work-based learning experiences; and
9 WHEREAS, with programs currently being administered across multiple agencies
10 in Louisiana, there is a need to identify gaps, streamline efforts, and improve alignment
11 between education and workforce systems to better serve students, job seekers, and
12 employers.
13 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
14 establish and provide for the Work-Based Learning Coordination Task Force to study and
15 map programs across the Louisiana Department of Education, Louisiana Works, Board of
16 Regents, economic development agencies, community colleges, and private partners, and to
17 propose structuring recommendations, together with specific proposals for legislation, by
18 written report to the legislature and to the David R. Poynter Legislative Research Library as

1 required by R.S. 24:771 and 772, no later than March 1, 2027.
2 BE IT FURTHER RESOLVED that the task force should consider and make policy
3 recommendations on the following:
4 (1) Inventory all work-based learning activity, such as apprenticeships, internships,
5 paid co-ops, cooperative education, employer-sponsored training, and credential stacks, and
6 recommend consistent state definitions and quality standards.
7 (2) Structuring for a permanent state work-based learning office to run day-to-day
8 operations, with a voluntary or statutory advisory commission representing business, K-12,
9 postsecondary education institutions, community organizations, and state agencies.
10 (3) Creation of a website where employers, schools, and students can find definitions,
11 program types, funding, and technical assistance.
12 (4) Funding and incentives such as seed funding, employer tax credits, wage
13 reimbursement, pilots, student stipend approaches, and federal funding alignment.
14 (5) Common metrics and data-sharing agreements across the Louisiana Department
15 of Education, Board of Regents, and Louisiana Works, and a plan to create and use a
16 longitudinal data system.
17 (6) Standards for program quality, credit articulation to postsecondary credentials,
18 and U.S. Department of Labor registration when appropriate.
19 (7) Geographic and sector pilots related to health care, advanced manufacturing, and
20 K-12 to college pathways with clear evaluation criteria.
21 BE IT FURTHER RESOLVED that the task force shall consist of the following
22 members:
23 (1) The secretary of Louisiana Works, or his designee.
24 (2) The superintendent of the Louisiana Department of Education, or his designee.
25 (3) One senator appointed by the chairman of the Senate Committee on Education.
26 (4) One representative appointed by the chairman of the House Committee on
27 Education.
28 (5) The commissioner of the Board of Regents, or his designee.
29 (6) The president of the Louisiana Community and Technical College System, or his
30 designee.

1 (7) The president and CEO of the Louisiana Association of Business and Industry
2 (LABI), or his designee.
3 (8) The CEO of the Leaders for a Better Louisiana, or his designee.
4 (9) Two members appointed in collaboration by the presidents of the Louisiana
5 Association of School Superintendents and Administrators and the Louisiana School Boards
6 Association, representing urban and rural K-12 schools.
7 (10) The president and CEO of YouthForce NOLA, or his designee.
8 (11) The president of the Louisiana AFL-CIO, or his designee.
9 (12) The president of the Louisiana National Federation of Independent Business
10 (NFIB), or his designee.
11 (13) One member appointed by the president and CEO of LABI, representing a
12 medium-to-large business.
13 (14) One member appointed by the president of the Louisiana NFIB, representing
14 small businesses.
15 (15) One member from a regional economic development organization appointed by
16 the CEO of the Leaders for a Better Louisiana.
17 (16) The executive director of the Louisiana Association of Public Charter Schools,
18 or his designee.
19 BE IT FURTHER RESOLVED that each designating authority shall submit the
20 names of designees to the task force to the secretary of the Senate no later than August 1,
21 2026.
22 BE IT FURTHER RESOLVED the task force shall convene for its first meeting no
23 later than September 1, 2026, at the call of the secretary of Louisiana Works, and at the first
24 meeting, the members shall elect a chairman and other officers as the task force may deem
25 appropriate.
26 BE IT FURTHER RESOLVED that the task force shall be staffed by Louisiana
27 Works and the Louisiana Department of Education.
28 BE IT FURTHER RESOLVED that a majority of the task force shall constitute a
29 quorum for the transaction of business. All official actions of the task force shall require the
30 affirmative vote of a majority of the members.

1 BE IT FURTHER RESOLVED that the members of the task force shall serve
2 without compensation, except per diem or expense reimbursement, to which they may be
3 individually entitled as members of their constituent organizations.
4 BE IT FURTHER RESOLVED that the task force shall terminate on the date of the
5 submission of its report or March 1, 2027, whichever occurs first.
6 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
7 secretary of Louisiana Works, the superintendent of the Louisiana Department of Education,
8 the commissioner of the Board of Regents, the president of the Louisiana Community and
9 Technical College System, the president and CEO of the LABI, the executive officer of
10 Leaders for a Better Louisiana, the president of the Louisiana Association of School
11 Superintendents and Administrators, the president of the Louisiana School Boards
12 Association, the president of YouthForce NOLA, the president of the Louisiana AFL-CIO,
13 the executive director of the Louisiana Association of Public Charter Schools, and the
14 president of the National Federation of Independent Business.
