BY SENATOR MYERS AND REPRESENTATIVE CHASSION
1 A CONCURRENT RESOLUTION
2 To create and provide for the Work-Based Learning Coordination Task Force.
3 WHEREAS, work-based learning opportunities, including internships,
4 apprenticeships, job shadowing, and cooperative education, provide critical pathways for
5 students and workers to gain practice skills aligned with workforce demands; and
6 WHEREAS, effective coordination among educational institutions, employers,
7 workforce development agencies, and community organizations is essential to expanding
8 access to high-quality work-based learning experiences; and
9 WHEREAS, with programs currently being administered across multiple agencies
10 in Louisiana, there is a need to identify gaps, streamline efforts, and improve alignment
11 between education and workforce systems to better serve students, job seekers, and
12 employers.
13 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
14 establish and provide for the Work-Based Learning Coordination Task Force to study and
15 map programs across the state Department of Education, Louisiana Works, Board of
16 Regents, economic development agencies, community colleges, and private partners, and to
17 propose structuring recommendations, together with specific proposals for legislation, by
18 written report to the legislature and to the David R. Poynter Legislative Research Library as
19 required by R.S. 24:771 and 772, no later than March 1, 2027.
20 BE IT FURTHER RESOLVED that the task force should consider and make policy
21 recommendations on the following:
22 (1) Inventory all work-based learning activity, such as apprenticeships, internships,
23 paid co-ops, cooperative education, employer-sponsored training, and credential stacks, and
24 recommend consistent state definitions and quality standards.
25 (2) Structuring for a permanent state work-based learning office to run day-to-day
26 operations, with a voluntary or statutory advisory commission representing business, K-12,

1 postsecondary education institutions, community organizations, and state agencies.
2 (3) Creation of a website where employers, schools, and students can find definitions,
3 program types, funding, and technical assistance.
4 (4) Funding and incentives such as seed funding, employer tax credits, wage
5 reimbursement, pilots, student stipend approaches, and federal funding alignment.
6 (5) Common metrics and data-sharing agreements across the state Department of
7 Education, Board of Regents, and Louisiana Works, and a plan to create and use a
8 longitudinal data system.
9 (6) Standards for program quality, credit articulation to postsecondary credentials,
10 and U.S. Department of Labor registration when appropriate.
11 (7) Geographic and sector pilots related to health care, advanced manufacturing, and
12 K-12 to college pathways with clear evaluation criteria.
13 BE IT FURTHER RESOLVED that the task force shall consist of the following
14 members:
15 (1) The secretary of Louisiana Works, or his designee.
16 (2) The superintendent of the state Department of Education, or his designee.
17 (3) One senator appointed by the chairman of the Senate Committee on Education.
18 (4) One representative appointed by the chairman of the House Committee on
19 Education.
20 (5) The commissioner of the Board of Regents, or his designee.
21 (6) The president of the Louisiana Community and Technical College System, or his
22 designee.
23 (7) The president and CEO of the Louisiana Association of Business and Industry
24 (LABI), or his designee.
25 (8) The CEO of the Leaders for a Better Louisiana, or his designee.
26 (9) Two members appointed by the president of the Louisiana Association of School
27 Superintendents and Administrators, representing urban and rural K-12 schools.
28 (10) The president and CEO of YouthForce NOLA, or his designee.
29 (11) The president of the Louisiana AFL-CIO, or his designee.
30 (12) The president of the Louisiana National Federation of Independent Business

1 (NFIB), or his designee.
2 (13) One member appointed by the president and CEO of LABI, representing a
3 medium-to-large business.
4 (14) One member appointed by the president of the Louisiana NFIB, representing
5 small businesses.
6 (15) One member from a regional economic development organization appointed by
7 the CEO of the Leaders for a Better Louisiana.
8 (16) The executive director of the Louisiana Association of Public Charter Schools,
9 or his designee.
10 BE IT FURTHER RESOLVED that each designating authority shall submit the
11 names of designees to the task force to the secretary of the Senate no later than August 1,
12 2026.
13 BE IT FURTHER RESOLVED the task force shall convene for its first meeting no
14 later than September 1, 2026, at the call of the secretary of Louisiana Works, and at the first
15 meeting, the members shall elect a chairman and other officers as the task force may deem
16 appropriate.
17 BE IT FURTHER RESOLVED that the task force shall be staffed by Louisiana
18 Works and the state Department of Education.
19 BE IT FURTHER RESOLVED that a majority of the task force shall constitute a
20 quorum for the transaction of business. All official actions of the task force shall require the
21 affirmative vote of a majority of the members.
22 BE IT FURTHER RESOLVED that the members of the task force shall serve
23 without compensation, except per diem or expense reimbursement, to which they may be
24 individually entitled as members of their constituent organizations.
25 BE IT FURTHER RESOLVED that the task force shall terminate on the date of the
26 submission of its report or March 1, 2027, whichever occurs first.
27 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
28 secretary of Louisiana Works, the superintendent of the state Department of Education, the
29 commissioner of the Board of Regents, the president of the Louisiana Community and
30 Technical College System, the president and CEO of the LABI, the executive officer of
