CULTURE. Designates the "Peggy Martin Rose" as the state rose.
1 A CONCURRENT RESOLUTION
2 To designate the Peggy Martin Rose as the official state rose.
3 WHEREAS, on April 9, 2026, the Plaquemines Parish Council officially designated
4 the Peggy Martin Rose as the official state rose of Plaquemines Parish, recognizing its
5 historical significance and powerful symbolism of resilience, endurance, and renewal; and
6 WHEREAS, the Peggy Martin Rose is deeply rooted in the parish's history beginning
7 with its cultivation by longtime resident Peggy Martin; and
8 WHEREAS, Hurricane Katrina brought catastrophic flooding to Plaquemines Parish
9 in 2005, submerging homes and landscapes under as much as thirty feet of water; and
10 WHEREAS, while much was lost, one rose growing along Peggy Martin's tractor
11 shed miraculously survived more than two weeks underwater, and this extraordinary survival
12 transformed the rose into a symbol of hope and perseverance for the people of Plaquemines
13 Parish and the Gulf Coast; and
14 WHEREAS, the Peggy Martin Rose was named to honor its caretaker and has since
15 been shared across the country, helping to raise funds for the restoration of historic gardens;
16 and
17 WHEREAS, horticultural experts have recognized the Peggy Martin Rose as an
18 exceptional plant due to its ability to withstand flooding, poor soil, and harsh environmental

1 conditions, which are the very qualities that also reflect the strength and spirit of
2 Louisianians.
3 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
4 designate the Peggy Martin Rose as the official state rose.
