LACOMBE AND WYBLE
A CONCURRENT RESOLUTION
To designate the Peggy Martin Rose as the official state rose.
WHEREAS, on April 9, 2026, the Plaquemines Parish Council officially designated
the Peggy Martin Rose as the official state rose of Plaquemines Parish, recognizing its
historical significance and powerful symbolism of resilience, endurance, and renewal; and
WHEREAS, the Peggy Martin Rose is deeply rooted in the parish's history beginning
with its cultivation by longtime resident Peggy Martin; and
WHEREAS, Hurricane Katrina brought catastrophic flooding to Plaquemines Parish
in 2005, submerging homes and landscapes under as much as thirty feet of water; and
WHEREAS, while much was lost, one rose growing along Peggy Martin's tractor
shed miraculously survived more than two weeks underwater, and this extraordinary survival
transformed the rose into a symbol of hope and perseverance for the people of Plaquemines
Parish and the Gulf Coast; and
WHEREAS, the Peggy Martin Rose was named to honor its caretaker and has since
been shared across the country, helping to raise funds for the restoration of historic gardens;
and
WHEREAS, horticultural experts have recognized the Peggy Martin Rose as an
exceptional plant due to its ability to withstand flooding, poor soil, and harsh environmental
conditions, which are the very qualities that also reflect the strength and spirit of
Louisianians.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
designate the Peggy Martin Rose as the official state rose.
