LEGISLATION. Limits the number of resolutions or prefiled bills a member may file during
any annual session.
1 A CONCURRENT RESOLUTION
2 To amend and readopt Joint Rule No. 18 of the Joint Rules of the Senate and House of
3 Representatives, relative to resolutions or prefiled bills; to limit the number of
4 resolutions or prefiled bills a member may file during any annual session; to provide
5 which resolutions are not subject to the limitation on introduction of resolutions.
6 BE IT RESOLVED that the Legislature of Louisiana amends and readopts Joint Rule
7 No. 18 of the Joint Rules of the Senate and House of Representatives to read as follows:
8 Joint Rule No. 18. Limit on bill or resolution introductions; exceptions
9 A. The following limits on the introduction of bills to be prefiled for
10 introduction in either house shall apply:
11 (1) No more than ten bills shall be prefiled by any member who is not the
12 chairman or vice chairman of a standing committee.
13 (2) No more than twelve bills shall be prefiled by any vice chairman of
14 a standing committee.
15 (3) No more than fifteen bills shall be prefiled by any chairman of a
16 standing committee.
17 (4) If a member is both a chairman and vice chairman of a standing

1 committee then the limit for a chairman shall apply.
2 B. The following bills shall not be counted against the five-bill limit on bill
3 introductions after prefiling, as provided in Article III, Section 2(A) of the Louisiana
4 Constitution, for the authors of these bills:
5 (1) The general appropriation bill.
6 (2) The bill appropriating funds for the judicial branch.
7 (3) The bill appropriating funds for the legislative branch.
8 (4) The capital outlay bill.
9 (5) The omnibus bond authorization bill.
10 (6) Appropriation bills supplementing the General Appropriation Act.
11 (7) The bill appropriating funds from the Revenue Sharing Fund pursuant to
12 Article VII, Section 26.
13 (8) The bill establishing and reestablishing agency ancillary funds.
14 C.(1) A member shall not introduce more than ten resolutions, simple or
15 concurrent, that are not perfunctory.
16 (2) The following resolutions shall not be counted against the ten-
17 resolution limit on introduction:
18 (a) A resolution providing for the approval of a minimum foundation
19 program formula pursuant to Article VIII, Section 13 of the Louisiana
20 Constitution.
21 (b) A resolution providing for a hospital stabilization formula pursuant
22 to Article VII, Section 10.13 of the Louisiana Constitution.
23 (c) A resolution providing for a master plan for integrated coastal
24 protection or an annual plan for integrated coastal protection pursuant to R.S.
25 49:214.5.3.
26 (d) A resolution providing for an annual basin plan pursuant to R.S.
27 49:214.8.6.

Present rule provides that the following bills not be counted against the five-bill limit on bill
introductions after prefiling for the authors of those bills.
(1) The general appropriation bill.
(2) The bill appropriating funds for the judicial branch.
(3) The bill appropriating funds for the legislative branch.
(4) The capital outlay bill.
(5) The omnibus bond authorization bill.
(6) Appropriation bills supplementing the General Appropriation Act.

Proposed rule retains this provision.
Proposed rule provides the following limits on the introduction of bills to be prefiled for
introduction in either house.
(1) No more than ten bills by any member who is not the chairman or vice chairman of
a standing committee.
(2) No more than twelve bills by any vice chairman of a standing committee.
(3) No more than fifteen bills by any chairman of a standing committee.
(4) If a member is both a chairman and vice chairman of a standing committee then the
fifteen bill limit for chairman applies.
Proposed rule prohibits a member from introducing more than ten resolutions, simple or
concurrent, that are not perfunctory. Provides that the following resolutions are not to be
counted against this ten-resolution limit:
(1) A resolution providing for the approval of a minimum foundation program formula
pursuant to Article VIII, Section 13 of the Louisiana Constitution.
(2) A resolution providing for a hospital stabilization formula pursuant to Article VII,
Section 10.13 of the Louisiana Constitution.
(3) A resolution providing for a master plan for integrated coastal protection or an
annual plan for integrated coastal protection pursuant to R.S. 49:214.5.3.
