SENATE RESOLUTION NO. 65

A RESOLUTION
To designate Wednesday, April 8, 2026, as "Kappa Alpha Psi Fraternity, Inc. Day" at the
Louisiana State Capitol.
WHEREAS, Kappa Alpha Psi Fraternity, Inc., is celebrating one hundred fifteen
years of achievement; and the great state of Louisiana has fashioned two Grand Polemarchs:
Richard B. Millspaugh, the seventeenth Grand Polemarch, and Dwayne M. Murray, Esq.,
the thirty-first Grand Polemarch; and
WHEREAS, Kappa Alpha Psi Fraternity, Incorporated, is comprised of
undergraduate and alumni chapters on major college campuses and in cities throughout the
country; the fraternity was established on January 5, 1911, on the campus of Indiana
University at Bloomington, Indiana, and its establishment effectively planted the seed of a
fraternal tree whose fruit is now available to college men everywhere, regardless of color,
religion, or national origin; and
WHEREAS, undergraduate chapters are on the following Louisiana university
campuses: Southern University, Dillard University, Xavier University, Grambling State
University, Southern University of New Orleans, McNeese State University, University of
Louisiana at Monroe, Northwestern State University, University of Louisiana at Lafayette,
Louisiana Tech University, the University of New Orleans, Nicholls State University,
Louisiana State University, Southeastern Louisiana University, Loyola University,
Centenary College, and Tulane University; and
WHEREAS, alumni chapters are in the following Louisiana cities: New Orleans,
Baton Rouge, Shreveport, Lake Charles, Grambling, Alexandria, Opelousas, Monroe,
Gretna, Kenner, Tallulah, Fort Polk, Lafayette, Natchitoches, Bossier City, Rayville,
Houma/Thibodaux, Hammond, Franklin, and Gonzales; and
WHEREAS, the constitution of Kappa Alpha Psi Fraternity, Inc., is dedicated to the
principles of achievement and service; from its inception, every endeavor of the fraternity
was directed towards establishing a strong foundation before embarking on plans of
expansion; and

WHEREAS, Kappa Alpha Psi Fraternity was originally chartered and incorporated
as Kappa Alpha Nu on May 15, 1911, and the name was changed to Kappa Alpha Psi by a
resolution offered and adopted at the Grand Chapter meeting in December 1914, which
became effective April 15, 1915; and
WHEREAS, except for the years of World War I and World War II, during which
time several Grand Chapter meetings were suspended, Kappa Alpha Psi Fraternity embarked
upon an era of expansion and growth; and
WHEREAS, Kappa Alpha Psi Fraternity, Inc., is now organizationally and
administratively mature, and the fraternity steadily moves toward a tomorrow of promise,
productivity, and influence.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby designate Wednesday, April 8, 2026, as "Kappa Alpha Psi Fraternity, Inc. Day"
at the Louisiana State Capitol and does hereby extend its sincerest wishes that the
organization continue to prosper in all of its endeavors for many years to come.
