A RESOLUTION
To express the sincere and heartfelt condolences of the Senate of the Legislature of
Louisiana on the occasion of the passing of William F. "Charlie" McCarthy and to
celebrate his long life of service, leadership, dedication, and achievement.
WHEREAS, it is with deep sadness and profound sorrow that the members of the
Senate of the Legislature of Louisiana have learned of the passing of William F. "Charlie"
McCarthy on Friday, July 18, 2025, at his home in Baton Rouge, Louisiana, at the
remarkable age of 102; and
WHEREAS, Charlie McCarthy was born on August 7, 1922, in Fall River,
Massachusetts, and lived a life marked by service, leadership, dedication, and achievement
across a variety of fields; and
WHEREAS, a true patriot, Charlie honorably served his country in the United States
Navy as a member of the Navy Amphibious Forces during World War II from 1942 until
1945, and after the war he returned to Southeastern Louisiana College and subsequently
began his first career as a State Farm Agent in Independence, Louisiana, a tenure that
spanned two decades; and
WHEREAS, Charlie lived out his true passion by serving for thirty years as a
basketball official in the Southeastern Conference (SEC) where he was widely known and
admired for his enthusiasm and excellence in officiating, a role to which he brought fairness,
professionalism, and a deep knowledge of the game; and
WHEREAS, even after his time on the court, Charlie continued contributing to the
sport as he served for five years as an observer for the National Basketball Association
taking notes at NBA games, providing valuable insights to help improve the performance
of active referees and was later invited by the SEC to serve in a similar capacity; and

WHEREAS, Charlie's dedication extended beyond the basketball court and his
insurance career to his family, and he leaves behind a loving legacy that includes his beloved
wife of seventy-five years, Frances Marie "Frankie" McCarthy; son and daughter-in-law,
William F. McCarthy Jr. and Jackie P. McCarthy; son and daughter-in-law, Robert
McCarthy and Terri Breaux McCarthy; daughter and son–in-law, Mary Clare Horgan and
Porter Smith Horgan; his grandchildren, Lainey T. Major (Taylor Major), Kandice Clare
Trock (Harris Evan Trock), Kristen Clare Drouant (Ross Drouant), and Chloe Clare
McCarthy; and his great-grandchildren, Levi Elaina Major, MiMi Clare Trock, Ruby Clare
Trock; William McCarthy Drouant, Griffen Robert Drouant, Wells Parker Drouant, and
Jones Robert Trock; and
WHEREAS, Charlie was preceded in death by his parents, William McCarthy and
Clara Jordan McCarthy; and
WHEREAS, William F. "Charlie" McCarthy will be missed by all who knew him,
but his legacy of integrity, commitment, and love will live on in his family, friends, and all
who cherished him.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby extend sincere and heartfelt condolences to the family and friends of William
F. "Charlie" McCarthy on the occasion of his passing and does hereby recognize and record
for posterity the rich life and contributions of Charlie's extraordinary life of service to his
country, community, and family.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Frances Marie "Frankie" McCarthy.
