SENATE RESOLUTION NO. 83
BY SENATOR MIZELL
A RESOLUTION
To commend Our Lady of Angels on its work with Project Maternal Overdose
Mortality (Project M.O.M.).
WHEREAS, Our Lady of Angels Hospital has served as an inaugural catalyst site for
the Project M.O.M. program, dedicating itself to the support and further care of pregnant and
postpartum women with substance use disorder; and
WHEREAS, accidental opioid overdose has been the leading cause of pregnancy-
associated death in Louisiana since 2018; and
WHEREAS, every preventable death is a tragedy, but the death of a pregnant woman
or young mom doubles the tragedy, as the loss of the mother endangers her child; and
WHEREAS, the goal of Project M.O.M. is to reduce pregnancy-associated opioid
overdose deaths by 80% within three years by:
(1) Scaling best practices and pilot programs across Louisiana that increase substance
use screening across prenatal providers and facilities.
(2) Increasing availability and access to substance use disorder treatments including
medications for opioid use disorder.
(3) Improving care coordination for pregnant and postpartum women, including
linking emergency department overdoses to rapid outpatient treatment.
(4) Increasing accessibility of lifesaving medications including naloxone to prevent
overdose mortality.
WHEREAS, Our Lady of Angels of Bogalusa developed a specialized Family
Medicine-OB Partnership to expand access to medications for opioid use disorder for
pregnant women with substance use disorder and to provide integrated primary care
throughout their journey; and
WHEREAS, Our Lady of Angels has also implemented targeted treatment plans for
infants exposed to substances that improved withdrawal care, shortened hospital stays, and
supported mother-infant bonding; and

WHEREAS, this region experienced a 35% decrease in overdose mortality after the
implementation of the program; and
WHEREAS, through the Project M.O.M. efforts of hospitals statewide, including Our
Lady of Angels, overdose mortality is projected to fall by 80% over the next few years.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby commend Our Lady of Angels on their work with Project M.O.M. and for
becoming a model for the state's Project M.O.M. efforts.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Our
Lady of Angels.
