BY SENATOR SELDERS
A RESOLUTION
To express the sincere and heartfelt condolences of the Senate of the Legislature of
Louisiana upon the occasion of the passing of Devoy Colbert Copper Sr.
WHEREAS, it is with deep regret and profound sorrow that the members of the
Senate and the citizens of Louisiana have learned of the passing of Devoy Colbert Copper
Sr., on February 19, 2026, at the age of sixty-three; and
WHEREAS, Devoy Colbert Copper Sr., the only child of Sylvia Copper, was born
on December 23, 1963, in New Orleans, Louisiana; and
WHEREAS, Devoy attended Orleans Parish Public Schools and was a proud
graduate of Oliver Perry Walker High School, Class of 1982, and further pursued his
education at Southern University of New Orleans; and
WHEREAS, Devoy was known for his infectious smile and unforgettable laugh,
which could brighten even the darkest room, and his remarkable sense of humor left a lasting
impression on all who had the pleasure of knowing him, as he was truly the life of every
gathering; and
WHEREAS, a New Orleanian at heart, Devoy's favorite times of the year were Mardi
Gras and football season, enjoying parades and watching his beloved New Orleans Saints;
and
WHEREAS, Devoy was a devoted and loving father, grandfather, son, nephew,
cousin, and friend, exemplifying the true meaning of each of these roles throughout his life;
and
WHEREAS, Devoy was preceded in death by his grandparents, Alma and Marcellus
Copper Sr.; his aunt, Thelma Copper; and his uncles, Marcellus Copper Jr. and Henry
Copper; and
WHEREAS, he leaves to cherish his memory his loving mother, Sylvia Copper; his
daughter, Dasianay Copper; his son, Devoy Copper Jr.; his granddaughter, Journei Copper;
his uncle, Dale Copper Sr.; and a host of other relatives and friends; and

WHEREAS, the memory of Devoy Colbert Copper Sr. shall live forever in the minds
and hearts of all who knew and loved him.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby express sincere and heartfelt condolences upon the passing of Devoy Colbert
Copper Sr.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Devoy Colbert Copper Sr.'s mother, Sylvia Copper.
