1Be it enacted by the People of the State of Maine as follows:
2Sec. 1. 5 MRSA §3204, sub-§2, ¶E, as enacted by PL 2023, c. 643, Pt. DD, §2, is
3 amended to read:
4 E. Administer contracts with regional councils and regional planning and development
5 districts to provide technical assistance and resources to municipalities and tribal
6 governments on issues related to planning, climate resilience and development,
7 including but not limited to land use planning, planning for housing and other
8 residential development, climate resilience planning and related infrastructure
9 planning, building codes and other forms of local development assistance to support
10 state, regional and local goals; and
11Sec. 2. 5 MRSA §3204, sub-§2, ¶F, as enacted by PL 2023, c. 643, Pt. DD, §2, is
12 amended to read:
13 F. Consult with and provide ongoing coordination with state agencies on programs
14 and issues related to planning technical assistance and funding to communities in this
15 State, including but not limited to the Department of Transportation; Department of
16 Environmental Protection; Department of Marine Resources; Department of Inland
17 Fisheries and Wildlife; Department of Agriculture, Conservation and Forestry;
18 Department of Economic and Community Development; Department of Health and
19 Human Services; Department of Defense, Veterans and Emergency Management,
20 Maine Emergency Management Agency; Department of Public Safety; Maine State
21 Housing Authority; Governor's Energy Office; Efficiency Maine Trust; the Maine
22 Historic Preservation Commission; and the Maine Redevelopment Land Bank
23 Authority. ; and
24Sec. 3. 5 MRSA §3204, sub-§2, ¶G is enacted to read:
25 G. Create and provide to municipalities, tribal governments and regional councils a
26 mapping template and technical assistance to allow a municipality, tribal government
27 or regional council to proactively map out areas of concern related to aquaculture lease
28 siting.
29SUMMARY
30 This bill adds to the duties of the Maine Office of Community Affairs the requirement
31 to create and provide to municipalities, tribal governments and regional councils a mapping
32 template and technical assistance to proactively map out areas of concern related
33 aquaculture lease siting.
