1Emergency preamble. Whereas, acts and resolves of the Legislature do not
2 become effective until 90 days after adjournment unless enacted as emergencies; and
3Whereas, the safety and well-being of children is paramount; and
4Whereas, this legislation provides funding to strengthen the capacity of the Maine
5 Child Abuse Prevention Councils to provide essential child abuse prevention services and
6 must take effect before the expiration of the 90-day period to ensure the funding is available
7 as soon as possible; and
8Whereas, in the judgment of the Legislature, these facts create an emergency within
9 the meaning of the Constitution of Maine and require the following legislation as
10 immediately necessary for the preservation of the public peace, health and safety; now,
11 therefore,
12Be it enacted by the People of the State of Maine as follows:
13Sec. 1. Appropriations and allocations. The following appropriations and
14 allocations are made.
15HEALTH AND HUMAN SERVICES, DEPARTMENT OF
16Office of Child and Family Services - Central 0307
17 Initiative: Provides funding to the Office of Child and Family Services to strengthen the
18 capacity of the Maine Child Abuse Prevention Councils to provide universal community
19 support for families and essential child abuse prevention services statewide.

20Emergency clause. In view of the emergency cited in the preamble, this legislation
21 takes effect when approved.
26SUMMARY
27 This bill provides funding to the Department of Health and Human Services, Office of
28 Child and Family Services to strengthen the capacity of the Maine Child Abuse Prevention
29 Councils to provide universal community support for families and essential child abuse
30 prevention services statewide.
