1Sec. 1. Department of Education to conduct review of implementation of
2Public Law 2021, chapter 295. Resolved: That the Department of Education shall
3 conduct a review of the implementation of Public Law 2021, chapter 295 and options for
4 disciplinary response for students who have recently made a threat of bodily harm but do
5 not currently pose an imminent danger of serious bodily injury.
6Sec. 2. Department of Health and Human Services to conduct review of
7implementation of Title 34-B, section 3613. Resolved: That the Department of
8 Health and Human Services shall, while developing a plan for a network of community-
9 based crisis receiving centers under the Maine Revised Statutes, Title 34-B, section 3613,
10 consult with school administrators to examine how community-based crisis receiving
11 centers may be integrated with school mental health and substance use disorder response
12 services.
13Sec. 3. Report. Resolved: That, by December 3, 2025, the Department of
14 Education shall submit a report that includes its findings under section 1 and any
15 recommendations, including recommended legislation, to the Joint Standing Committee on
16 Education and Cultural Affairs, which may report out legislation to the Second Regular
17 Session of the 132nd Legislature.
18Sec. 4. Report. Resolved: That, by December 3, 2025, the Department of Health
19 and Human Services shall submit a report that includes its findings under section 2 and any
20 recommendations, including recommended legislation, to the Joint Standing Committee on
21 Health and Human Services, which may report out legislation to the Second Regular
22 Session of the 132nd Legislature.

24 This resolve directs the Department of Education to conduct a review of the
25 implementation of Public Law 2021, chapter 295 and options for disciplinary response for
26 students who have recently made a threat of bodily harm but do not currently pose an
27 imminent danger of serious bodily injury. The resolve also requires the Department of
28 Health and Human Services to consult with school administrators to examine how
