1Preamble. Whereas, licensed youth camps in the State are required to have a health
2 supervisor on site at all times, and this individual must be a physician, physician assistant,
3 registered nurse, licensed practical nurse, nurse practitioner, emergency medical
4 technician, person holding a wilderness first responder certificate or certified athletic
5 trainer; and
6Whereas, many children attending licensed youth camps have underlying medical
7 conditions that require the dispensing of medications, and the safety of those children
8 would be improved with the implementation of a training program for unlicensed
9 individuals to allow them to assist the health supervisor with medication administration;
10 now, therefore, be it
11Sec. 1. Medication administration training program for unlicensed
12assistive personnel at licensed youth camps. Resolved: That the Department of
13 Health and Human Services shall convene a work group that is tasked with creating a
14 medication administration training program for unlicensed personnel that may be made
15 available to licensed youth camps in the State. The work group must include
16 representatives of the State Board of Nursing, the Alliance for Camp Health, licensed youth
17 camps and other stakeholders as determined by the department.
18Sec. 2. Submission of training program. Resolved: That, by February 1, 2026,
19 the Department of Health and Human Services shall present the training program
20 developed under section 1, including any suggested legislation, to the Joint Standing
21 Committee on Health and Human Services. The Joint Standing Committee on Health and
22 Human Services is authorized to submit legislation related to the training program to the
23 Second Regular Session of the 132nd Legislature.
24SUMMARY
25 This resolve directs the Department of Health and Human Services to convene a work
26 group that is tasked with creating a medication administration training program for
27 unlicensed personnel that may be made available to licensed youth camps in the State. The
28 department is required to submit the training program by February 1, 2026 to the Joint
29 Standing Committee on Health and Human Services, which may submit legislation related
30 to the training program to the Second Regular Session of the 132nd Legislature.
