1Be it enacted by the People of the State of Maine as follows:
2Sec. 1. 10 MRSA §1019, sub-§2, ¶C, as enacted by PL 2005, c. 417, §1, is
3 amended to read:
4 C. Possess an outstanding education loan relating to the an associate or bachelor's
5 degree of any kind or a master's or doctoral nursing degree; and
6Sec. 2. 10 MRSA §1019, sub-§4, as amended by PL 2023, c. 412, Pt. CC, §2, is
7 further amended to read:
84. Administration. The nursing education loan repayment program and the nursing
9 education loan repayment fund are administered by the authority. The authority shall repay
10 the loan of an applicant who meets the criteria in subsection 2 in the amount of up to
11 $20,000 for a an associate, bachelor's or master's degree and up to $40,000 for a doctoral
12 degree for full-time nursing faculty and in the amount of up to $10,000 for a an associate,
13 bachelor's or master's degree and up to $20,000 for a doctoral degree for part-time nursing
14 faculty. The authority may adopt rules to carry out the purposes of this subchapter. Rules
15 adopted pursuant to this subsection are routine technical rules pursuant to Title 5, chapter
16 375, subchapter 2‑A.
17SUMMARY
18 This bill modifies the nursing education loan repayment program by amending the
19 criteria to add an outstanding education loan relating to an associate or bachelor's degree
20 of any kind to the list of debts that qualify for the program, whether or not the otherwise
21 qualifying nurse has outstanding debts related to a master's or doctoral nursing degree.
22 Under the bill, the Finance Authority of Maine must repay the loan for an associate or
23 bachelor's degree up to $20,000 for a qualifying full-time nurse and up to $10,000 for a
24 qualifying part-time nurse.
