1Sec. 1. Universal health care plan study. Resolved: That the Office of
2 Affordable Health Care, established in the Maine Revised Statutes, Title 5, section 3122
3 and referred to in this resolve as "the office," shall study, in consultation with the
4 Department of Health and Human Services, the costs and potential funding of a publicly
5 funded, privately and publicly provided, universal health care plan for the State.
6Sec. 2. Assistance. Resolved: That, to the extent resources are available, the office
7 may solicit the services of one or more experts who are not in state service to assist in the
8 study under section 1. Upon request of the office, the Department of Health and Human
9 Services, the Department of Professional and Financial Regulation, Bureau of Insurance
10 and the Department of Labor shall provide staffing assistance to complete the study.
11Sec. 3. Fiscal analysis; model. Resolved: That the office shall base its fiscal
12 analysis on the model provided by the All Maine Health Program prepared by Maine
13 AllCare, which is the latest and most detailed plan for a publicly funded, privately provided,
14 universal health care plan for the State. The office may make modifications to that model
15 as it considers necessary. The office may also consult the Mathematica 2002 study, the
16 Maine Center for Economic Policy 2019 study, Legislative Document 1045 of the 130th
17 Legislature, the Maine Center for Economic Policy 2024 study or another universal health
18 care model proposed in another state.
19Sec. 4. Report. Resolved: That, no later than December 3, 2025, the office shall
20 submit a report that includes its findings and recommendations, including suggested
21 legislation, to the Joint Standing Committee on Health Coverage, Insurance and Financial
22 Services. The joint standing committee may report out a bill based on the subject matter
23 of the report to the Second Regular Session of the 132nd Legislature.
24SUMMARY
25 This resolve directs the Office of Affordable Health Care to study, in consultation with
26 the Department of Health and Human Services, the costs and potential funding of a publicly
27 funded, privately and publicly provided, universal health care plan for the State. It directs
28 the office to submit a report with its findings and recommendations to the Joint Standing
29 Committee on Health Coverage, Insurance and Financial Services, which is authorized to
30 report out a bill to the Second Regular Session of the 132nd Legislature.
