1Be it enacted by the People of the State of Maine as follows:
2Sec. 1. 37-B MRSA §1130, sub-§5 is enacted to read:
35. Loan requests. A municipality or quasi-municipal corporation or district may
4 request a loan pursuant to subsection 2 of up to $1,000,000 per application with a payback
5 period between 5 and 30 years, but in no case may the payback period be longer than the
6 useful life of the proposed project. The department may require a municipality or quasi-
7 municipal corporation or district to provide matching funds in order to be considered for a
8 loan under this section. The department may establish a loan forgiveness program for loans
9 granted under this section.
10SUMMARY
11 This bill establishes a maximum limit of $1,000,000 per loan application under the
12 Dam Repair and Reconstruction Fund and establishes a loan payback period between 5 and
13 30 years, but no longer than the useful life of the proposed project. The bill also allows the
14 department to require an applicant to provide matching funds in order to be considered for
15 a loan and allows the department to establish a loan forgiveness program.
