1Sec. 1. Department of Public Safety to review motor vehicle accidents
2involving pedestrians. Resolved: That the Department of Public Safety, in
3 conjunction with the Department of Transportation, shall review motor vehicle accidents
4 occurring over the last 5 years that involved pedestrians to determine if the number of those
5 motor vehicle accidents is increasing and, if so, the causes of the increase and what factors
6 are most prevalent regarding these accidents, including:
7 1. The location of the accident;
8 2. The type of roadway on which the accident occurred;
9 3. The traffic pattern of the roadway on which the accident occurred;
10 4. The visibility afforded the driver due to physical obstacles blocking the driver's
11 vision;
12 5. The road and weather conditions at the time of the accident;
13 6. The attention of the driver and any factors creating driver distraction;
14 7. The type of motor vehicle involved;
15 8. Whether the location of the accident is a frequent accident location or susceptible
16 to motor vehicle accidents due to the specific location of the roadway, if the location is an
17 intersection, the type of infrastructure or any other relevant factor; and
18 9. Any other factors relevant to understanding the cause of accidents in general or of
19 a specific accident.
20Sec. 2. Report. Resolved: That, no later than December 3, 2025, the Department
21 of Public Safety shall submit a report of the review conducted in section 1 along with any
22 recommended legislation to the Joint Standing Committee on Transportation, which may
23 report out legislation based upon the report to the Second Regular Session of the 132nd
24 Legislature.

26 This resolve directs the Department of Public Safety to review motor vehicle accidents
27 that have occurred over the past 5 years involving pedestrians.
