1Be it enacted by the People of the State of Maine as follows:
2Sec. 1. 22 MRSA §4004, sub-§4 is enacted to read:
34. Funding community-based organizations that provide family-centered
4programs. The department shall provide funding for community-based organizations to
5 administer family-centered programs that provide positive childhood experiences and lead
6 to increased social and economic mobility for families. These programs must include, but
7 are not be limited to:
8 A. Programs rated as "well-supported," "supported" or "promising" by the Title IV-E
9 Prevention Services Clearinghouse established by the United States Department of
10 Health and Human Services, Administration for Children and Families; and
11 B. Programs that are built on a so-called 2-generation approach or a so-called whole
12 family approach to child and family well-being.
13SUMMARY
14 This bill amends the law governing the authority of the Department of Health and
15 Human Services under the Child and Family Services and Child Protection Act. The bill
16 requires that the department provide funding for community-based organizations to
17 administer certain family-centered programs that support positive childhood experiences
18 and lead to increased social and economic mobility for families.
