1Be it enacted by the People of the State of Maine as follows:
2Sec. 1. 3 MRSA §170-C is enacted to read:
3§170-C. Reports of study commissions to Legislature
4 When a study commission is authorized to provide to the Legislature a report that
5 includes that study commission's recommendations, those recommendations must be
6 produced as an Act or resolve and are authorized for submission to the Legislature to which
7 the study commission is authorized to submit its report. All such legislation must be
8 referred to a committee of that Legislature and given a public hearing.
9 As used in this section, "study commission" means any group of individuals established
10 in an Act, resolve or joint order or by the Legislative Council whose duties include studying
11 and reporting to the Legislature on any matter or advising the Legislature on any matter.
12 As used in this section, "committee" means a joint standing committee or joint select
13 committee of the Legislature.
14SUMMARY
15 This bill requires that the recommendations of a study commission established by the
16 Legislature be produced as legislation, submitted to the Legislature to which the study
17 commission is required to submit its report, referred to a joint standing committee or joint
18 select committee of the Legislature and given a public hearing.
