1Be it enacted by the People of the State of Maine as follows:
2Sec. 1. 3 MRSA c. 39 is enacted to read:
3CHAPTER 39
4LEGISLATIVE DRAFTING STANDARDS
5§1051. Content standards for legislation
6 All legislation drafted for introduction to the Legislature must be written in a manner
7 that allows it to become law if not amended and may not be an abstract or concept of the
8 intent of the legislation. Legislation that does not comply with this section may not be
9 referred to a committee of the Legislature for a hearing.
10SUMMARY
11 This bill requires all legislation to be completely drafted before introduction to the
12 Legislature and not an abstract or concept of the intent of the legislation. Legislation that
13 is not drafted in a manner that allows it to become law if not amended may not be referred
14 to a committee of the Legislature for a hearing.
