1Sec. 1. Establishment of commission. Resolved: That the Commissioner of
2 Public Safety shall convene a commission to study ways to improve recruitment and
3 retention of rural emergency medical services personnel through access to health insurance.
4Sec. 2. Commission membership. Resolved: That the commission consists of
5 the following members:
6 1. The following members appointed by the Commissioner of Public Safety:
7 A. Two members who are employed or volunteer in the field of emergency medical
8 services, including one member who represents a community of 10,000 residents or
9 more and one member who represents a community of fewer than 10,000 residents;
10 B. One member who represents a statewide association of emergency medical services
11 providers;
12 C. One member who represents a statewide association of municipalities;
13 D. One member who represents a volunteer emergency medical service;
14 E. One member who represents a county government; and
15 F. Any other person the commissioner determines to be necessary to the success of the
16 study; and
17 2. The following ex officio members:
18 A. The Commissioner of Health and Human Services or the commissioner's designee;
19 B. The Director of Maine Emergency Medical Services within the Department of
20 Public Safety or the director's designee;
21 C. The Executive Director of the Office of Employee Health and Wellness within the
22 Department of Administrative and Financial Services, Bureau of Human Resources;
23 and
24 D. The director of the office of health insurance marketplace within the Department
25 of Health and Human Services.
26Sec. 3. Duties. Resolved: That the commission shall study ways to improve
27 recruitment and retention of emergency medical services personnel in rural areas of the
28 State by providing access to health insurance. In its study, the commission may look at all
29 aspects of emergency medical services.
30Sec. 4. Report. Resolved: That, no later than December 3, 2025, the Commissioner
31 of Public Safety shall submit a report that includes its findings and recommendations,
32 including any suggested legislation, to the Joint Standing Committee on Criminal Justice
33 and Public Safety. The joint standing committee may report out a bill related to the report
34 to the Second Regular Session of the 132nd Legislature.
35SUMMARY
36 This resolve requires the Commissioner of Public Safety to convene a commission to
37 study ways to improve recruitment and retention of rural emergency medical services
38 personnel through access to health insurance. By December 3, 2025, the commissioner
39 must submit a report related to the study to the Joint Standing Committee on Criminal
