1Be it enacted by the People of the State of Maine as follows:
2Sec. 1. 20-A MRSA §4017 is enacted to read:
3§4017. Silent electronic notification system
41. Definitions. As used in this section, unless the context otherwise indicates, the
5 following terms have the following meanings.
6 A. "Law enforcement agency" has the same meaning as in Title 25, section 3701,
7 subsection 1.
8 B. "Silent electronic notification system" means a silent security system that when
9 manually activated generates a notification that is intended to signal a life-threatening
10 or emergency situation requiring a response from a law enforcement agency.
112. Silent electronic notification system; requirements. A public elementary school
12 or public secondary school that enrolls 12 or more students shall equip each classroom with
13 a silent electronic notification system. The silent electronic notification system must
14 automatically notify the E-9-1-1 system, school security personnel and local law
15 enforcement agencies when manually activated. The silent electronic notification system
16 must automatically notify parents of students who subscribe to be notified.
173. Rules. The department may adopt rules to implement this section. Rules adopted
18 pursuant to this subsection are routine technical rules as defined in Title 5, chapter 375,
19 subchapter 2‑A.
20SUMMARY
21 This bill requires public elementary schools and public secondary schools that enroll
22 12 or more students to equip each classroom with a silent electronic notification system
23 that automatically notifies the E-9-1-1 system, school security personnel and local law
24 enforcement agencies when manually activated. The bill also requires the system to
25 automatically notify parents who subscribe to be notified.
