1Emergency preamble. Whereas, acts and resolves of the Legislature do not
2 become effective until 90 days after adjournment unless enacted as emergencies; and
3Whereas, this legislation allows certain agricultural landowners to obtain one free
4 antlerless deer permit beginning in the 2025 deer hunting season; and
5Whereas, the deer hunting season is expected to begin September 6, 2025; and
6Whereas, this legislation must take effect in time to prepare for the start of the 2025
7 deer hunting season; and
8Whereas, in the judgment of the Legislature, these facts create an emergency within
9 the meaning of the Constitution of Maine and require the following legislation as
10 immediately necessary for the preservation of the public peace, health and safety; now,
11 therefore,
12Be it enacted by the People of the State of Maine as follows:
13Sec. 1. 12 MRSA §11152, sub-§8-A is enacted to read:
148-A. Agricultural landowner antlerless deer permits. A landowner that qualifies
15 to hunt without a license pursuant to section 11108, subsection 1 and that applies for the
16 antlerless deer permit lottery adopted by the commissioner pursuant to subsection 3 may
17 be issued one antlerless deer permit at no cost. The landowner may apply for an additional
18 antlerless deer permit through the antlerless deer permit lottery and pay the fee under
19 subsection 9.
20Emergency clause. In view of the emergency cited in the preamble, this legislation
21 takes effect when approved.
22SUMMARY
23 This bill allows a landowner that qualifies to hunt without a license on certain land to
24 be issued one antlerless deer permit at no cost.
