1Be it enacted by the People of the State of Maine as follows:
2Sec. 1. 22 MRSA §1912 is enacted to read:
3§1912. Human growth and development curriculum
41. Definition. As used in this section, unless the context otherwise indicates, "human
5 growth and development discussion" means an oral, written or digital lesson, lecture or
6 presentation about human biology related to pregnancy and human development inside the
7 uterus.
82. Human growth and development discussion. A school offering comprehensive
9 family life education pursuant to section 1910 shall incorporate a human growth and
10 development discussion into its curriculum. The human growth and development
11 discussion must be offered to students beginning no later than grade 3.
123. Videos. A human growth and development discussion must include:
13 A. A high-definition ultrasound video, at least 3 minutes in duration, showing the fetal
14 development of the brain, heart, sex organs and other vital organs in early fetal
15 development; and
16 B. A video showing the process of fertilization and every stage of fetal development
17 inside the uterus and noting significant markers in cell growth and organ development
18 of a fetus from conception to birth.
194. Cause of action; civil suit. The Attorney General has a cause of action to sue for
20 damages and injunctive relief and may bring a civil suit to enforce this section on behalf of
21 a resident of the State against a person that violates this section.
22SUMMARY
23 This bill requires schools offering comprehensive family life education to include a
24 human growth and development discussion that includes an ultrasound video and a video
25 showing the process of fertilization and every stage of fetal development inside the uterus.
26 The Attorney General is authorized to bring a civil suit to enforce the provision.
