2Sec. 1. 3 MRSA c. 32 is enacted to read:

6§911. Interdisciplinary Advisory Board for the State House Complex
71. Definitions. As used in this chapter, unless the context otherwise indicates, the
8 following terms have the following meanings.
9 A. "Board" means the Interdisciplinary Advisory Board for the State House Complex,
10 established pursuant to Title 5, section 12004-G, subsection 26-G.
11 B. "State House complex" means the State House and the Burton M. Cross Building
12 and their grounds.
132. Board established. The Interdisciplinary Advisory Board for the State House
14 Complex is established to work to ensure the occupational health and safety of Legislators,
15 legislative and executive branch staffs and the public within the State House complex and
16 to streamline communications regarding the State House complex among the Legislative
17 Council, the Legislative Council's State House facilities committee and the Department of
18 Administrative and Financial Services, Bureau of General Services. The board may
19 establish committees, including a committee to better retain a record of the State House
20 complex's history of occupational health and safety issues and their mitigation and to
21 maintain consistency in the oversight of the occupational health and safety of Legislators,
22 legislative and executive branch staffs and the public within the State House complex.
233. Board membership; terms. The board consists of 13 members as follows:
24 A. A member nominated by the Executive Director of the Legislative Council,
25 appointed by the President of the Senate;
26 B. A member representing an association of executive branch and other public
27 employees, appointed by the President of the Senate;
28 C. A member representing a state indoor air quality organization, appointed by the
29 President of the Senate;
30 D. A member representing an international society of heating, refrigerating and air-
31 conditioning professionals who is a mechanical engineer, appointed by the President
32 of the Senate;
33 E. A year-round partisan or nonpartisan legislative staff member, appointed by the
34 President of the Senate;
35 F. A member representing occupational health and safety professionals, appointed by
36 the President of the Senate;
37 G. A member nominated by the Clerk of the House, appointed by the Speaker of the
38 House;

1 H. A member representing a registered lobby with knowledge or expertise in public
2 health, appointed by the Speaker of the House;
3 I. A member representing the Board of Occupational Safety and Health, as established
4 by Title 5, section 12004-G, subsection 24, appointed by the Speaker of the House;
5 J. A member who is an architect with historic architectural experience who is
6 associated with a national professional organization for licensed architects and other
7 construction industry professionals, appointed by the Speaker of the House;
8 K. A union steward for legislative employees, appointed by the Speaker of the House;
9 L. A member representing a historic preservation organization in the State, appointed
10 by the Speaker of the House; and
11 M. The Director of the Bureau of General Services within the Department of
12 Administrative and Financial Services or the director's designee.
13 Members of the board serve for 3-year terms. A vacancy in the membership of the board
14 must be timely filled by the appointing authority.
154. Chairs. The Director of the Bureau of General Services within the Department of
16 Administrative and Financial Services or the director's designee and the member
17 representing the Board of Occupational Safety and Health, as established by Title 5, section
18 12004-G, subsection 24, serve as cochairs of the board.
195. Duties. The board shall work to ensure the occupational health and safety of
20 Legislators, legislative and executive branch staffs and the public within the State House
21 complex. The board shall advise the Legislative Council and the Department of
22 Administrative and Financial Services, Bureau of General Services regarding the
23 occupational health and safety of Legislators, legislative and executive branch staffs and
24 the public within the State House complex. The board shall provide and publicize a method
25 using the Legislature's publicly accessible website for Legislators, legislative and executive
26 branch staffs and the public to submit to the board questions and concerns regarding the
27 occupational health and safety of Legislators, legislative and executive branch staffs and
28 the public within the State House complex, a presentation regarding which must be
29 included in orientation of new Legislators and new employees of the legislative and
30 executive branch staffs working in the State House complex.
316. Meetings. The board shall meet quarterly.
327. Staff assistance. The Department of Labor shall provide necessary staffing services
33 to the board.
348. Report. The board, no later than the first Wednesday in December annually, shall
35 submit a report that includes its findings and recommendations for the past year for
36 presentation to the Legislature. The Executive Director of the Legislative Council shall
37 publish the report on the Legislature's publicly accessible website.
38Sec. 2. 5 MRSA §12004-G, sub-§26-G is enacted to read:

2report. Notwithstanding the Maine Revised Statutes, Title 3, section 911, subsection 8,
3 the report of the Interdisciplinary Advisory Board for the State House, established pursuant
4 to Title 5, section 12004-G, subsection 26-G, made on December 3, 2025 may include any
5 findings and recommendations it may have from the time the board was first established to
6 December 3, 2025.
7SUMMARY
8 This bill establishes the Interdisciplinary Advisory Board for the State House Complex,
9 which must work to ensure the occupational health and safety of Legislators, legislative
10 and executive branch staffs and the public within the State House complex and to
11 streamline communications regarding the State House complex among the Legislative
12 Council, the Legislative Council's State House facilities committee and the Department of
13 Administrative and Financial Services, Bureau of General Services.
