Resolve, to Assess the Total Cost to the State of Greenhouse Gas Emissions
Sec. 1. Department of Environmental Protection; assessment of cost to
State of greenhouse gas emissions; report. Resolved: That the Department of
Environmental Protection shall conduct an assessment of the costs to the State of the
emission of greenhouse gases for the period that began on January 1, 1995 and ended on
December 31, 2024. The department may contract with a consultant to conduct the
assessment required by this section. The assessment must include:
1. A summary of the various cost-driving effects of greenhouse gas emissions on the
State, including effects on public health, natural resources, biodiversity, agriculture,
economic development, flood preparedness and safety, and any other effect that the
department determines is relevant;
2. A categorized calculation of the costs that have been incurred and are projected to
be incurred by the State of each of the effects identified under subsection 1; and
3. A categorized calculation of the costs that have been incurred and are projected to
be incurred by the State to abate the effects of greenhouse gas emissions from between
January 1, 1995 and December 31, 2024 on the State and residents of the State.
On or before January 1, 2028, the department shall submit a report containing the
results of the assessment conducted pursuant to this section to the joint standing committees
of the Legislature having jurisdiction over environment and natural resources matters, labor
matters, judiciary matters and energy, utilities and technology matters. After reviewing the
report, the joint standing committee of the Legislature having jurisdiction over environment
and natural resources matters may report out a bill relating to the report to the Second
Regular Session of the 133rd Legislature.
Sec. 2. Appropriations and allocations. Resolved: That the following
appropriations and allocations are made.

Initiative: Provides a one-time allocation for contracted support services related to the
development of an assessment of the costs to the State from greenhouse gas emissions. The
department is authorized to accept funds from public and private sources for these purposes.
