1Be it enacted by the People of the State of Maine as follows:
2Sec. 1. 20-A MRSA §15675, sub-§4 is enacted to read:
34. Students experiencing homelessness. For each student experiencing
4 homelessness, a school administrative unit receives an additional weight of .50 per student.
5 For the purposes of this subsection, "student experiencing homelessness" means a student
6 who has been identified by a school administrative unit as a homeless child or youth as
7 defined in the federal McKinney-Vento Homeless Assistance Act, 42 United States Code,
8 Section 11434a.
9Sec. 2. 20-A MRSA §15683, sub-§1, ¶A, as amended by PL 2021, c. 428, §9, is
10 further amended to read:
11 A. The product of the school administrative unit's kindergarten to grade 8 EPS per-
12 pupil rate multiplied by the total of the kindergarten to grade 8 portions of the following
13 pupil counts:
14 (1) The pupil count set forth in section 15674, subsection 1, paragraph C or D,
15 whichever is applicable;
16 (2) The additional weight for English learners calculated pursuant to section
17 15675, subsection 1; and
18 (3) The additional weight for economically disadvantaged students calculated
19 pursuant to section 15675, subsection 2; and
20 (4) The additional weight for students experiencing homelessness calculated
21 pursuant to section 15675, subsection 4;
22Sec. 3. 20-A MRSA §15683, sub-§1, ¶B, as amended by PL 2019, c. 398, §33, is
23 further amended to read:
24 B. The product of the school administrative unit's grade 9 to 12 EPS per-pupil rate
25 multiplied by the total of the grade 9 to 12 portion of the following pupil counts:
26 (1) The pupil count set forth in section 15674, subsection 1, paragraphs A, B and
27 C;
28 (2) The additional weight for English learners calculated pursuant to section
29 15675, subsection 1; and
30 (3) The additional weight for economically disadvantaged students calculated
31 pursuant to section 15675, subsection 2; and
32 (4) The additional weight for students experiencing homelessness calculated
33 pursuant to section 15675, subsection 4;
34SUMMARY
35 This bill amends the school funding formula to provide an additional .50 weight to a
36 school administrative unit's per-pupil count for each student experiencing homelessness.
37 The bill also adds these additional weights to the calculation of the base total of a school
38 administrative unit's total operating allocation.
