1Emergency preamble. Whereas, acts and resolves of the Legislature do not
2 become effective until 90 days after adjournment unless enacted as emergencies; and
3Whereas, the 90-day period may not terminate until after the beginning of the next
4 fiscal year; and
5Whereas, this legislation affects certain obligations and expenses during the course
6 of the current fiscal year; and
7Whereas, in the judgment of the Legislature, these facts create an emergency within
8 the meaning of the Constitution of Maine and require the following legislation as
9 immediately necessary for the preservation of the public peace, health and safety; now,
10 therefore,
11Be it enacted by the People of the State of Maine as follows:

13Sec. A-1. Appropriations and allocations. The following appropriations and
14 allocations are made.

17 Initiative: Provides one-time funding for the MaineCare program.

29Sec. B-2. Effective date. This Part takes effect June 20, 2025.
34Emergency clause. In view of the emergency cited in the preamble, this legislation
35 takes effect when approved, except as otherwise indicated.
36SUMMARY
37 Part A of this bill provides one-time funding for the MaineCare program in fiscal year
38 2024-25. Part A takes effect when approved. Part B of the bill deappropriates one-time
