1Be it enacted by the People of the State of Maine as follows:
2Sec. 1. 20-A MRSA §15688-A, sub-§1, ¶F, as enacted by PL 2017, c. 420, §8, is
3 amended to read:
4 F. Equipment provided pursuant to subsection 6; and
5Sec. 2. 20-A MRSA §15688-A, sub-§1, ¶G, as enacted by PL 2017, c. 420, §8, is
6 amended to read:
7 G. Student Until the 2027-2028 school year, student enrollment, which is determined
8 as follows.
9 (1) For each program or plan approved pursuant to chapter 313 that has 3 years of
10 attending student counts on October 1st, student enrollment is a 3-year average of
11 the attending student counts on October 1st for that program or plan.
12 (2) For each program or plan approved pursuant to chapter 313 that is not governed
13 by subparagraph (1), including a new program or plan approved pursuant to chapter
14 313, student enrollment must be based on the estimated attending student count
15 submitted in accordance with the application for the program or plan approval.
16 This estimated attending student count must be used until the program or plan has
17 3 consecutive years of actual attending student counts on October 1st. ; and
18Sec. 3. 20-A MRSA §15688-A, sub-§1, ¶G-1 is enacted to read:
19 G-1. Beginning with the 2027-2028 school year, student enrollment, which is

22 attending student counts on October 1st, student enrollment is a 2-year average of
23 the attending student counts on October 1st for that program or plan.

25 by subparagraph (1), including a new program or plan approved pursuant to chapter
26 313, student enrollment must be based on the estimated attending student count
27 submitted in accordance with the application for the program or plan approval.
28 This estimated attending student count must be used until the program or plan has

30SUMMARY
31 This bill updates the method for determining student enrollment for the purposes of
32 calculating funding for certain career and technical education programs from using a 3-
33 year average of the attending student counts to a 2-year average beginning with the 2027-
34 2028 school year.
