1Be it enacted by the People of the State of Maine as follows:
2Sec. 1. 38 MRSA §2101, sub-§1, as amended by PL 2007, c. 583, §7, is further
3 amended to read:
41. Priorities. It is the policy of the State to plan for and implement an integrated
5 approach to solid waste management for solid waste generated in this State and solid waste
6 imported into this State, which must be based on the following order of priority:
7 A. Reduction of waste generated at the source, including both amount and toxicity of
8 the waste;
9 B. Reuse of waste;
10 B-1. Waste processing that reduces the volume of waste needing land disposal,
11 including incineration;
12 C. Recycling of waste;
13 D. Composting of biodegradable waste; and
14 E. Waste processing that reduces the volume of waste needing land disposal, including
15 incineration; and
16 F. Land disposal of waste.
17 It is the policy of the State to use the order of priority in this subsection as a guiding
18 principle in making decisions related to solid waste management.
19SUMMARY
20 This bill changes the policy of the State related to the integrated approach to solid waste
21 management by increasing the priority of waste processing that reduces the volume of
22 waste needing land disposal, including incineration, from the 5th priority of solid waste
23 management to the 3rd priority.
