1Sec. 1. Working group. Resolved: That the Department of the Secretary of State,
2 Bureau of Motor Vehicles shall convene a working group to study the effect of high-
3 intensity headlights on drivers, referred to in this resolve as "the working group."
4Sec. 2. Working group membership. Resolved: That, notwithstanding Joint
5 Rule 353, the working group membership is as follows:
6 1. Two members of the Senate, appointed by the President of the Senate;
7 2. Two members of the House of Representatives, appointed by the Speaker of the
8 House;
9 3. One member who is a law enforcement officer, appointed by the President of the
10 Senate;
11 4. One member representing motor vehicle dealers, appointed by the President of the
12 Senate;
13 5. One member representing motor vehicle manufacturers, appointed by the Speaker
14 of the House; and
15 6. One member representing the Department of the Secretary of State, Bureau of Motor
16 Vehicles, appointed by the Secretary of State.
17Sec. 3. Chairs. Resolved: That the first-named Senate member is the Senate chair
18 and the first-named House of Representatives member is the House chair of the working
19 group.
20Sec. 4. Compensation. Resolved: That, notwithstanding Joint Rule 353, members
21 of the working group may not be compensated for their work on the working group, but
22 legislative members may receive the legislative per diem.
23Sec. 5. Duties. Resolved: That the working group shall review existing studies to
24 research the potential benefit and harm of high-intensity headlights on drivers in oncoming
25 and rear motor vehicle traffic and exiting motor vehicle traffic, including issues of safety
26 and issues of eye health.
27Sec. 6. Staff assistance. Resolved: That, notwithstanding Joint Rule 353, the
28 Department of the Secretary of State, Bureau of Motor Vehicles shall provide necessary
29 staffing services to the working group, and Legislative Council staff support is not
30 authorized.
31Sec. 7. Report. Resolved: That, no later than December 3, 2025, the working group
32 shall submit a report that includes its findings and recommendations for presentation to the
33 Joint Standing Committee on Transportation. The Joint Standing Committee on
34 Transportation is authorized to submit legislation related to the report to the Second
35 Regular Session of the 132nd Legislature.
36SUMMARY
37 This resolve directs the Department of the Secretary of State, Bureau of Motor Vehicles
38 to convene a working group to study the effect of high-intensity headlights on drivers. The
39 working group is required to submit a report that includes its findings and recommendations
40 for presentation to the Joint Standing Committee on Transportation, which is authorized to
